GOVERNMENT OF INDIA M[NISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION DEPARTMENT OF FOOD AND PUBLIC DISTRIBUTION RAJYA SABHA UNSTARRED QUESTION NO. 3566 TO BE ANSWERED ON 24TH MARCH, 2026 PRADHAN MANTRI GARIB KALYAN ANNA YOJANA IN HIMACHAL PRADESH 3566 SHRI HARSH MAHAJAN: Will the Minister of Consumer Affairs, Food and Public Distribution be pleased to state (a) : the number of beneficiaries under the PMGKAY across the country and specifically in Himachal Pradesh; (b): the quantity of foodgrains distributed under the scheme and the expenditure incurred thereon; and (c) : whether Government decided any special provisions for States like Himachal Pradesh, which are predominantly hilly, if so, the details thereoP ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA) (a): The state-wise number of beneficiaries in country (including Himachal Pradesh) under Pradhan Mantri Garib Kalyan Anna Yoj ana (PMGKAY) is at Annexure. (b) & (c): Under the Pradhan Mantri Garib Kalyan Anna Yojana (PN4GKAY), while Antyodaya Anna Yojana (AAY) households, which constitute poorest of the poor are entitled to 35 kg of foodgrains, per household per month, Priority Households (PHFI) are entitled to 5 kg of foodgrains per person per month free of cost.. Further, the Department of Food & Public Distribution reimburses the expenditure incurred by States, that have opted for Decentralized Procurement (DCP) mode (including Himachal Pradesh) for distribution of food-grains to the beneficiaries of Central Schemes as per allocation made by Government of India. The difference between Economic Cost (including MSP) and Central Issue Price (CIP), at which food grains are issued to States, is reimbursed to Food Corporation of India (FCI) and DCP States as food subsidy. The release of food subsidy is an ongoing and continuous process. The food subsidy claims as submitted by States on monthly/quarterly basis are processed keeping in view the opening and closing balance of stocks, procurement, allocation and distribution of food grains under various DCP States & FCI is made as per budgetary allocation made by MoF. Further, funds are also released by Food Corporation of India (FCI) to the States for the quantum of food-grains handed over to them by States for Central Pool. An amount of Rs. 47.38 Crores towards food subsidy has been released to Himachal Pradesh so far (as on 18.03.2026) under DCP mode in FY 2025-26 ###88An rlexure State/UT wise beneficiary count S.
