SHRI DARSHAN SINGH CHOUDHARY: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: - (a) whether any clear guidelines and standards have been laid down by the Government to ensure mandatory On-the-Job Training (OJT) for trainees in short-term courses under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0; (b) if so, the mechanism put in place to monitor and verify the On-the-Job Training actually provided by training providers in industrial establishments (c) whether cases have come to the notice of the Government where training providers failed to provide actual On-the-Job Training or placement, if so, the number of such cases during the last three years and the current year and the details of action taken thereon; and (d) the penal applicable to such training providers who fail to provide mandatory OJT or violate the prescribed rules? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) On-Job-Training (OJT) is an integral component of the PMKVY 4.0 to ensure trainees gain real-industry exposure. The Ministry of Skill Development and Entrepreneurship ensures identification and mapping of OJT partners at the training proposal submission stage itself. The training providers are required to declare the start and end date for the OJT on Skill India Digital Hub (SIDH) portal. The establishments offering OJT issue a certificate upon completion, indicating the trainee’s duration of training and attendance. This certificate is also uploaded on the SIDH portal. (b) PMKVY 4.0 provides a comprehensive mechanism for monitoring and verification of all training components, including OJT. Training Providers are responsible for ensuring candidate attendance, and uploading OJT certificates on the Skill India Digital Hub. Assessment Agencies and Sector Skill Councils/Awarding Bodies verify OJT records and certificates during assessment, while OJT is also covered under regular physical inspections. Any deviations are dealt with as per the penalty grid prescribed under PMKVY 4.0 guidelines. (c) & (d) Under PMKVY, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses.Assessment of candidates is conducted only after successful completion of On-the-Job Training (OJT). The OJT component is also covered under the regular physical inspection activities undertaken as part of the monitoring process. The MSDE has strengthened the internal control mechanism for assessment activities under PMKVY 4.0 through a combination of post certification tracking, quality improvements, technology enabled reforms, and tighter institutional processes. Additionally, the MSDE has revised its Monitoring guidelines under PMKVY 4.0 with clear KPIs, automated alerts, and a revised penalty matrix. In cases where non-compliance has been observed based on inspections and data verification, actions have been initiated including suspension, stoppage of payments, Show Cause Notices, cancellation of accreditation & affiliation, blacklisting, recovery of payments, and filing of FIRs. *****
