Pradhan Mantri Matsya Sampada Yojana in Telangana
329. Shri Suresh Kumar Shetkar:
Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be
pleased to state:
(a) the steps being taken by the Government to develop natural harbours and
modern landing facilities for local fishermen;
(b) the total funds allocated and utilized for Telangana’s inland fisheries
infrastructure and the reason for non-utilization of funds under the Pradhan Mantri Matsya
Sampada Yojana (Rs. 20,050 crores);
(c) whether the Government provide cold storage, safe landing and marketing
facilities for Telangana fishermen under Blue Port or similar schemes and if so, the details
thereof and if not, the reasons therefor;
(d) whether it is a fact that Telangana produces over 2.5 lakh tonnes of inland fish
annually, has the Government planned capacity building, mechanised landing and
insurant and insurance support; and
(e) whether the Government has any monitoring mechanism to ensure timely
execution of harbour development projects in Telangana, including the fund utilisation
and quality standards?

(a) : The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and
Dairying, has been implementing the flagship scheme Pradhan Mantri Matsya Sampada
Yojana (PMMSY) from 2020-21 to 2025-26 with an investment of ₹20,050 crore to
promote the sustainable and responsible development of the fisheries sector and the
welfare of fishers across all States/Union Territories, including Telangana. In addition, the
Fisheries & Aquaculture Infrastructure Development Fund (FIDF) provides concessional
finance to eligible entities, including State Governments/UTs, for the development of
identified fisheries infrastructure. The Development of fishing harbours and fish landing
centres is one of the important areas envisaged and supported under schemes
implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry
and Dairying. The development of natural harbours and modern landing facilities for local
fishermen is undertaken based on site-specific techno-economic feasibility assessments.
For availing financial assistance under these schemes, the concerned State/UT
Governments are required to submit techno-financially viable proposals, along with
confirmation of the State share, availability of land, and the requisite clearances. Since
Telangana has not sent any such proposal, No FLC is approved for Telangana.(b) Under PMMSY, an investment target of Rs. 400.00 crore with a central share of
Rs. 150.00 crore was envisaged for Telangana. Further, the proposal of the Government
of Telangana has been approved for the implementation of various fisheries development
activities at a total project cost of Rs. 339.37 crore with a central share of Rs. 108.73 crore
during 2020-21 to 2024-25, and Rs. 39.40 Crore released so far based on the utilization
reported by the Government of Telangana.
(c) The prominent post harvest infrastructure facilities approved under PMMSY for
Telangana includes marketing related infrastructure such as (i) Fish value added
enterprise unit (3 unit), (ii) Construction of fish kiosks (185 unit), (iii) Insulated vehicles (20
unit), (iv) Live fish vending Centres (20 unit), (v) Three-wheeler with Ice Box (200 unit) and
(vi) State of art whole sale fish market at Hyderabad.
(d) As per provisional figures for FY 2024–25, Telangana records an annual inland
fish production of approximately 4.77 lakh tonnes. Under the PMMSY, provisions are
available for capacity building, establishment of modern/mechanised landing facilities, and
insurance support. Further, under the Central Sector Sub-scheme Pradhan Mantri Matsya
Kisan Samridhi Sah-Yojana (PM-MKSSY), the Government extends a one-time incentive
covering 40% of the aquaculture insurance premium, with an additional 10% benefit
earmarked for SC/ST and women beneficiaries. To further strengthen fish production and
allied activities in Telangana, a Wholesale Fish Market estimated at ₹47.03 crore (with a
Central share of ₹28.22 crore) has been approved under PMMSY. In addition, a Centre of
Excellence under the Central Sector component has been approved for activities related
to post-harvest management and value chain development in the State.
(e) Since no fishing harbour project has been approved in Telangana by the
department under the fisheries developmental schemes, the question does not arise.
