SHRI ARVIND DHARMAPURI: SHRI ALOK SHARMA: SHRI PRADEEP PUROHIT: SHRI BHARTRUHARI MAHTAB: SHRI VIJAY KUMAR DUBEY: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the details of National Highway projects implemented through Public-Private Partnership (PPP), Hybrid Annuity Model (HAM), Toll- Operate-Transfer (TOT), Infrastructure Investment Trust (InvIT) or other financing models, project-wise and State/UT-wise including Telangana, Odisha and Madhya Pradesh; (b) the private investment attracted in highway infrastructure during the last five years; (c) whether the Government has taken any specific measures to promote private investment in the development of National Highway, if so, the details thereof; (d) whether the concession framework has been revised to attract greater private investment, if so, the details thereof; and (e) the details of highway projects proposed to be developed through PPP or other alternative financing models, State-wise particularly Telangana, Odisha and Bhopal Lok Sabha Constituency in Madhya Pradesh?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Assets worth Rs.1,72,898 crore have been monetized till date through Toll-Operate-Transfer (TOT), Infrastructure Investment Trust (InvIT) and project-based financing. A total of 317 projects under Hybrid Annuity Model (HAM) and Build-Operate-Transfer (BOT) mode, with a length of 11,711.81 km and total capital cost of Rs. 4,57,547.46 crore, have been awarded during the Financial Year (FY) 2021-22 to FY 2025-26. The details are enclosed at Annexure-I. The details of the projects awarded during FY 2021-22 to FY 2025- 26 on Public Private Partnership (PPP) mode in the States of Telangana, Odisha and Madhya Pradesh are enclosed at Annexure- II. (b) Private investment of Rs. 1,27,293.20 crore was attracted in highway infrastructure during FY 2021-22 to FY 2025-26. The year- wise details are as under: S. The key amendments include: i. Strengthening project readiness requirements by aligning project approval, award and declaration of the Appointed Date with prescribed milestones for land acquisition and environmental, forest and wildlife clearances; ii. Standardization of Change of Scope items, with predefined rates and indexation provisions;iii. Introduction of formula-based compensation for delay in handing over the required land; and iv. Revised provisions relating to traffic shortfall, revenue support and competing roads, namely:  Revenue support if tollable traffic is less than 90% of target traffic in the first 7 years;  After 7 years, the Concession Period is extended by 1% for every 1% shortfall in tollable traffic where total traffic falls more than 10% below the target traffic, with a corresponding reduction where tollable traffic exceeds the target traffic; and  The Concessionaire has the right to terminate the contract if traffic remains below 20% of target traffic in 2 out of any block of 3 years. (e) Development of National Highways, including through PPP mode, is a continuous process.
