` Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be
pleased to state:
(a) the details of the total value of procurement made through the Government e-
Marketplace (GeM) since its inception, State and Ministry-wise including
Odisha and Nabarangpur Lok Sabha Constituency and Pali Lok Sabha
Constituency;
(b) the percentage of total Government procurement presently being carried out
through GeM, State-wise;
(c) whether any roadmap has been formulated for its full integration, if so, the
details thereof;
(d) whether the removal of Caution Money has led to a measurable increase in the
registration of new sellers and if so, the details thereof, State-wise;
(e) the details of procurement made by Panchayats and Cooperative Institutions
through GeM and the steps taken to enhance its usage at the grassroots level,
State-wise particularly in Odisha and the Nabarangpur Lok Sabha Constituency
and Pali Lok Sabha Constituency; and
(f) the safeguards put in place to prevent cartelization, bid manipulation, or
concentration of contracts among limited vendors?

(a) Since its inception, the cumulative value of procurement made through GeM is
₹17,83,360 crore (as on 8th March 2026). The Ministry-wise and State-wise details of
1procurement made through GeM are placed at Annexure-I and Annexure-II
respectively. The value of procurement made by State of Odisha through GeM is ₹
9,218 crore. The procurement details of Nabarangpur and Pali districts are placed
below:-

(b) The State wise data on percentage of total Government procurement is not
available.
(c) Following are various initiatives for enhancing GeM adoption by states for full
integration:
i. MoUs signed with all States and UTs to promote adoption of GeM
ii. Several States including Uttar Pradesh, Gujarat, Assam, Manipur, Uttarakhand,
Himachal Pradesh, Chhattisgarh and Delhi have issued comprehensive
guidelines for procurement through GeM.
iii. Regular training programmes, workshops, boot camps and multilingual e-
learning modules have been created for capacity building of buyers and sellers.
iv. MoUs signed with key seller associations to facilitate onboarding of sellers,
catalogue uploading and training of their members.
(d) Requirement of Caution Money was removed from GeM on 30th July, 2025 to
promote ease of doing business on GeM. Caution Money has been refunded to more
than 22,600 sellers who had previously submitted the Caution Money. In addition 1.15
lakh profile completed sellers who have registered after 30th July, 2025 were not
required to submit any Caution Money.
(e) The State-wise procurement made by Panchayats and Cooperatives are
placed at Annexure III and Annexure IV respectively. As per records available with
GeM, no procurement has been made by Panchayats and cooperatives in the districts
of Nabarangpur (Odisha) and Pali (Rajasthan).
The following steps have been taken to enhance usage of GeM at grassroots level:
i. Integration of GeM with the e-GramSwaraj portal to facilitate procurement by
Panchayati Raj Institutions.
ii. Capacity building through training programmes, workshops, boot camps and
multilingual e-learning modules created for buyers and sellers, including
Panchayats.
iii. Multilingual helpdesk and support ecosystem for resolving procurement and
operational issues on the platform.
iv. Initiatives to strengthen the seller ecosystem, including onboarding of MSEs,
women-led enterprises, SC/ST entrepreneurs and SHGs .
v. Special drives for onboarding cooperatives in coordination with the Ministry of
Cooperation and NCUI.
(f) GeM has following mechanisms in place to prevent cartelization, bid
manipulation, or concentration of contracts among limited vendors:
i. GeM provides a feature of "Bid Representation" window wherein buyers are
mandatorily required to examine and respond to all representations submitted
2by prospective bidders prior to bid opening. The system does not permit
opening of bids unless such representations are addressed.
ii. GeM has enabled a feature of "Challenge Rejection Window" wherein a bidder
can represent against the disqualification from the bidding process, and a buyer
is mandatorily required to provide response to such representation before
proceeding for financial evaluation.
iii. The IP addresses of participating bidders are displayed to the Buyer, to
examine potential collusion if any before proceeding, and wherever warranted,
disqualify bidders.
iv. GeM has deployed advanced analytics tools to detect procurement anomalies
such as order splitting, suspicious bidding, abnormal pricing, and potential
collusion, with flagged cases reflected on primary buyer's dashboards for
action.
v. Anti-competitive behaviour or cartel formation is classified as a Severe/Grave
deviation under GeM’s Incident Management framework, with proven cases
attracting suspension of up to 365 days
