PROGRESS AND OUTCOME ASSESSMENT OF SCM
NO. 1966 SHRI GANESH SINGH:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the major achievements of the Smart Cities Mission (SCM) in
Madhya Pradesh, city-wise including projects completed,
expenditure incurred and the key urban outcomes;
(b) the status of the remaining projects in the State along with the
expected timeline for their completion;
(c) whether the Government has undertaken any outcome
assessment, third-party evaluation or post-implementation
impact study to assess improvements in mobility, public
services, governance and quality of life under the SCM and if so,
the details thereof, city-wise; and
(d) the status of expenditure, physical progress and expected
outcomes of SCM projects in Satna, project-wise, if any, along
with the mechanisms adopted to ensure timely implementation,
quality standards and efficient utilisation of public funds?

(SHRI TOKHAN SAHU)
(a) to (d): In the State of Madhya Pradesh, 07 cities, viz. Bhopal,
Gwalior, Indore, Jabalpur, Sagar, Satna and Ujjain have been selected.
As reported by the States/UTs as on 31.03.2026, out of a total 788
projects amounting to ₹15,129 Cr, 778 projects (98% of total projects)
amounting to ₹14,612 Cr have been completed. The State has been
able to claim its entire Central Financial Assistance of ₹3,430 Cr, out
of which ₹3,422 Cr (99%) has been utilized. The details of projects and
Central Financial Assistance claimed and utilised in Madhya Pradesh
are as under:

As reported by Satna smart city as on 31.03.2026, out of a total 86
projects amounting to ₹1,363 Cr, 83 projects (97% of total projects)
amounting to ₹1,262 Cr have been completed.
NITI Aayog in its report titled ‘Evaluation of Centrally Sponsored
Schemes in Package 4 – Urban Transformation and Skill Development’
published in September 2025, has concluded that SCM demonstrates
strong alignment with national urban priorities and citizen needs,
contributing significantly to multiple United Nations Sustainable
Development Goals. As per the report, the Mission has achieved a high
project completion rate of 93% of 8,063 projects and 100% completion
of Integrated Command and Control Centres (ICCCs), leading to
measurable improvements in urban liveability, mobility, safety, and
environmental outcomes.
Ministry of Housing and Urban Affairs (MoHUA) has a multi-level
review structure to expedite the progress of projects under the SCM.
At the National level, implementation is monitored by an Apex
Committee headed by Secretary, MoHUA. At the State level, Mission
implementation is monitored by the State level High Powered Steering
Committee (HPSC) chaired by the Chief Secretary. At the City level,
there is provision for establishing Smart City Advisory Forum (SCAF)
for all 100 cities to advise and enable collaboration among various
stakeholders.
