2996. SHRI RAVI CHANDRA VADDIRAJU:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) whether Government has met the construction target of 12,000 km for the fiscal year 2025-26;
(b) the State-wise details of delayed projects and the primary reasons for such delays;
(c) whether there is a proposal to increase the budgetary allocation for the "Bharatmala Pariyojana" Phase-II;
(d) the steps taken to integrate AI-based traffic management systems on existing Expressways; and
(e) the details of the total toll revenue collected during the last three quarters? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI)
(a) The Government in the Ministry of Roads Transport & Highways has set a target of construction of National Highways (NHs) for about 10,000 km for the current Financial Year
(FY) 2025-26, of which 7,211 km has been constructed till February 2026.
(b) The State/UT-wise summary of projects which have spilled beyond their original completion schedule, without attaining any of the various stages of project completion and excluding projects under consideration for termination/ foreclosure is annexed.
The primary reasons for delay in NH projects are issues / bottlenecks relating to land acquisition, statutory clearances / permissions, utility shifting, encroachment removal, law &
order issues, financial crunch affecting implementation capacity of Concessionaire / Contractor, poor performance of Contractor / Concessionaire, and Force Majeure events such as Covid-19 pandemic, cloudburst etc.
(c) The Government has not taken up any scheme named "Bharatmala Pariyojana" Phase- II.(d) The Government envisages deployment of Advanced Traffic Management Systems
(ATMS) with the objective of improving road safety and reducing accidents on NHs. The system architecture of ATMS includes deployment of AI-based Video Incident Detection and Enforcement Systems (VIDES), Automatic Number Plate Recognition (ANPR) cameras, Pan-Tilt-Zoom (PTZ) cameras and surveillance cameras for electronic monitoring, enforcement, early detection of incidents and real-time field response. Implementation is undertaken in a phased manner, both by integrating ATMS into ongoing and future highway projects, and by executing fully standalone ATMS corridors.
