SHRI BALRAM NAIK PORIKA: Will the Minister of PORTS, SHIPPING AND WATERWAYSbe pleased to state: प(cid:517)न,पोत प(cid:303)रवहन और जलमाग(cid:330) मं(cid:361)ी (a) the progress on the Sagarmala Programme, including new port projects, modernisation of existing ports and capacity addition achieved during the last three years; (b) the funds allocated and utilised, along with private investment attracted; (c) the development of inland waterways (National Waterways 1, 2, and others) with cargo movement statistics and reduction in logistics cost; and (d) the details of employment generated and coastal community development schemes being implemented? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL) (a) to (b) Sagarmala is a central sector scheme of Ministry of Ports, Shipping and Waterways with the target to promote port-led development in the countryunder which, the Ministry provides financial assistance for the projects under 5 pillars, namely port modernization, port connectivity, port-led industrialization, coastal community development, and coastal shipping & inland water transport.So far, 129 projects have been sanctioned for financial assistance under Sagarmala scheme. Details of projects including funds allocation and funds released under Sagarmala scheme is available at annexure-I.(c) The Government has undertaken various initiatives for development of inland waterways, including National Waterway (NW) 1,NW 2 and other NWs. These initiatives include development of fairways, terminals, navigation aids, River Information System (RIS), night navigation facilities, and promotion of multimodal connectivity.Development of NWs is expected to enable modal shift of cargo / passenger transportation from road and rail to waterways, thereby reducing overall logistics costs, easing congestion, lowering fuel consumption and reducing carbon emissions. The statistics of cargo movement on NWs is available at annexure-II. (d) Skill development under Sagarmala scheme has been implemented through convergence with DDU-GKY to train coastal youth for maritime sector employment. Centre of Excellence in Maritime and Shipbuilding (CEMS) has been established to provide industry-relevant training and certification. The number of beneficiaries trained, certified and placed during last five years under Sagarmala-DDUGKY convergence program and CEMS are at annexure-III and annexure-IV respectively. The initiatives have led to measurable improvements in employability and livelihoods with over 9,583 candidates trained and 4,270 placed under Sagarmala–DDU‑GKY convergence since 2015. These efforts have supported transition from informal to formal employment in maritime sectors. Complementary interventions such as fishing harbour development, coastal tourism, and CEMS training have enhanced income opportunities and increased participation of traditional coastal communities.
