Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased
to state:
(a) the details of the total number of projects sanctioned, completed, on-going and pending under schemes of the North Eastern Council (NEC), State-wise;
(b) the funds approved, released and utilized for NEC projects, State-wise;
(c) the number of on-going and pending projects which are running beyond their scheduled deadline, State-wise; and
(d) the reasons for delay in overdue NEC projects and the steps taken by the Government to ensure their timely completion? ANSWER The Minister of State of the Ministry of Development of North Eastern Region [Dr. Sukanta Majumdar]
(a) The State-wise details of the total number of projects sanctioned under schemes of the North Eastern Council (NEC)since FY 2004-05 and those completed as on
30.06.2026 is given at Annexure โ I.
(b) Under Schemes of NEC, the outlay is divided into three components namely State Normative Component (SNC), Central Agency Component (CAC) and Focused Development Component (FDC). The SNC is sub-allocated to States on a normative formula (Assam 20%, Arunachal Pradesh 13%, Manipur/ Meghalaya/ Mizoram/ Nagaland/ Tripura 12% each, Sikkim 7%). However, funds are released only upon the approval of projects recommended under the Scheme. The State-wise details of funds released and utilized under the Schemes of NEC during the last three years is at Annexure โ II.(c) The State-wise number of projects which are running beyond their scheduled completion date, as on 30.06.2026 is at Annexure โ III.
(d) Implementation of projects sanctioned under Scheme of NEC comes under the purview of the State Government/Agencies concerned. Delays in NEC project implementation are mainly due to natural and site-related challenges such as frequent landslides, heavy monsoon rainfall, and unstable geological conditions that disrupt construction and damage access roads. Progress is further slowed by supply chain constraints, including difficulties in procuring and transporting materials and equipment to remote hilly terrain.
To ensure timely completion of delayed projects, regular review meetings are held, including weekly meetings chaired by the Honโble Minister. In these meetings, progress of select projects is graphically analyzed using weekly updated, geotagged, time-stamped photographs, along with incremental physical and financial progress.
State Governments and implementing agencies are alerted and instructed to adhere to timelines as well as submit Utilization Certificates and expedite timely completion.
There is also a system of inspections by Field Technical Support Units, Project Quality Monitors and Third Party Technical Inspection to ensure quality and timeliness of works. *****Annexure โ I State-wise details of the total number of projects sanctioned since 2004-05 and completed, under schemes of the North Eastern Council (NEC):
