PROJECTS AND SCHEMES UNDER SMART CITIES MISSION
NO. 888 SHRI ARUN KUMAR SAGAR:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of central schemes in the country under Smart Cities
Mission (SCM);
(b) the details of smart infrastructural facilities available under these
schemes;
(c) the current status of various smart city projects in the country as
on date, State-wise;
(d) the problems being encountered in implementation of smart city
schemes in Shahjahanpur Lok Sabha Constituency; and
(e) the impact of smart city schemes on urban development in the
country?
ANSWER

MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) and (b): Smart Cities Mission (SCM) followed an area-based
development approach through retrofitting, redevelopment and
greenfield development in 100 cities. The cities under the Smart
Cities Mission have been developed based on Smart City
Proposals (SCPs) received from States/UTs across various sectors
viz. smart mobility, Water, Sanitation, Hygiene (WASH), smart
governance, smart energy, environment etc., duly approved by
State High Powered Steering Committee (HPSC), chaired by the
Chief Secretary.

(c): Under SCM, 8,064 projects worth ₹1,64,811 Cr were taken up
since inception of the Mission. As on 31.03.2026, 7,790 projects
(97%) worth ₹1,56,257 Cr have been completed. As reported by
States/ UTs as on 31.03.2026, the Central Government’s ₹48,000
Cr allocation achieved 99% fund claims (₹47,458 Cr) and 98%
utilization (₹46,377 Cr) by States/UTs.
State/UT-wise status of smart city projects is at Annexure.
(d): Shahjahanpur was not part of the 100 cities under SCM.
(e): Under SCM, sustainable urban development has been ensured
through its 8,064 multi-sectoral projects involving extensive
citizens’ participation wherein smart solutions were applied
covering larger parts of the city. The impact of the Smart Cities
Mission is as under:
(i) 100 SPVs established – SPVs have been added as companies
in all 100 ULBs. This has enabled faster decision making. E.g.
- smaller towns performing at par with bigger cities.
(ii) Created 100 Integrated Command and Control Centres
(ICCCs).
(iii) Capacity to develop PPP Projects – 194 projects worth ₹9,190
Cr completed.
(iv) Replicable Models of development of Cities – Multiple
replicable models have emerged.
