Parliament Question: Projects Covered under AMRUT 2.0 in Tamil Nadu

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3001 TO BE ANSWERED ON AUGUST 07, 2025 PROJECTS COVERED UNDER AMRUT 2.0 IN TAMIL NADU NO. 3001. SHRI SELVAM G: SHRI C N ANNADURAI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of cities and towns covered under AMRUT 2.0 in Tamil Nadu along with the details of the projects sanctioned and completed, district- wise; (b) the details on the projects implemented for the reuse of treated wastewater in Tamil Nadu including the cities involved, volume of treated water reused and the sectors it is being used; (c) the steps taken/ being taken by the Government to promote green urban development such as development of green spaces, creation of ecoparks and integration of rainwater harvesting and urban forestry under AMRUT 2.0 in Tamil Nadu; (d) whether the Government has identified any best practices or model projects in Tamil Nadu for treated wastewater reuse or green development which can be replicated in other parts of the country and if so, the details thereof; and (e) whether the Government plans to provide additional technical and financial assistance to the State to scale up the circular economy of water and urban climate resilience infrastructure and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 covers all Urban Local Bodies (ULBs)/ Cities of the country including 666 ULBs of Tamil Nadu. Under AMRUT 2.0, States/UTs are empowered to select, appraise, prioritise and implement the projects within the broad framework of Mission guidelines. …2/--2- Under AMRUT 2.0 in the State of Tamil Nadu, State Water Action Plans have been approved for 1,270 projects worth ₹14,687.83 crore in 606 ULBs/ cities which includes 201 water supply projects worth ₹7,721.59 crore, 30 Sewerage & Septage Management projects worth ₹6,623.40 crore, 474 water body rejuvenation projects worth ₹229.19 crore and 565 green spaces and park projects worth ₹113.65 crore. As reported by the State on AMRUT 2.0 portal, district-wise details of the projects are given in ANNEXURE. (b) In Tamil Nadu under AMRUT 2.0, as reported by the State on AMRUT 2.0 Portal, in Sewerage and septage management sector, 02 projects worth ₹813.54 crore have been taken up for recycle/reuse in Coimbatore and Hossur ULBs. Approved projects cover 57.65 MLD sewage treatment for recycle/reuse. (c) Under AMRUT 2.0 so far, 565 green spaces and park projects worth ₹113.65 crore have been approved in Tamil Nadu. Approved projects cover creation of 449.16 acre of green space. (d) In Tamil Nadu, 45 MLD Capacity Tertiary Treatment Reverse Osmosis (TTRO) Plant at Koyambedu, Chennai, and 45 MLD capacity TTRO plant at Kodungaiyur, Chennai demonstrate the reuse of treated urban wastewater for industrial purposes and are recognized as model initiatives promoting resource conservation and sustainable urban development. (e) Besides funds for the projects under AMRUT 2.0, an amount of ₹83.25 crore has been approved as incentive for 41 eligible Sewage Treatment Plants (STPs) of the State of Tamil Nadu under "Jal Hi AMRIT" initiative under AMRUT 2.0 reforms, which aims to incentivize states and UTs to efficiently manage sewage treatment plants for recyclable treated water meeting environmental standards. First instalment of ₹58.28 crore has been released/ sanctioned to the State. The Government of India, in the budget for 2025-26 has announced to set up an Urban Challenge Fund (UCF) of ₹1 lakh crore to implement the proposals for ‘Cities as Growth Hubs’, ‘Creative Redevelopment of Cities’ and ‘Water and Sanitation’. As per the budget announcement, this fund would finance up to 25 per cent of the cost of bankable projects with a stipulation that at least 50 per cent of the cost is funded from bonds, bank loans, and Public Private Partnerships (PPPs).
