**Summary:**
As of August 6, 2025, sixteen (16) project proposals from various Union and State Governments/Union Territories are pending Environmental Clearance (EC) with the Ministry of Environment, Forest and Climate Change, Government of India. These proposals have been submitted according to the Environment Impact Assessment (EIA) Notification, 2006, as amended. The proposals are appraised and recommended by the Expert Appraisal Committee (EAC) at the central level or the State Level Expert Appraisal Committee (SEAC) at the state level depending on the category of the project. The Ministry or State Environmental Impact Assessment Authority (SEIAA) then considers these projects for approval, granting EC after the incorporation of environmental safeguards and mitigatory measures outlined in the Environment Management Plan (EMP).
The state-wise distribution of the 16 EC proposals submitted to the Ministry is as follows: Andhra Pradesh (1), Arunachal Pradesh (1), Bihar (1), Chhattisgarh (2), Delhi (1), Haryana (1), Jharkhand (1), Maharashtra (1), Odisha (2), Punjab (2), Telangana (1), Uttar Pradesh (1), and Uttarakhand (1).
Specifically regarding Uttar Pradesh, no schemes from the state government are currently under consideration for environmental clearance. However, one project proposal from a Central Public Sector Undertaking (PSU), Ms. Hindustan Petroleum Corporation Limited, is under consideration: the "Laying of Steel Gas Pipeline Approx. Pipeline Length: 89.00 KM from Thana Bhawan to Bijnor Town in Muzaffarnagar, Shamli & Bijnor District".
The Ministry adheres to the timelines for processing Environmental Clearance cases as prescribed in the EIA Notification 2006, as amended.

Projects Pending due to Environmental Clearance

Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) whether the projects of the Union and State Governments are pending for want of
Environmental Clearance, if so, the details thereof, State/UT-wise;
(b) the names of the Schemes in the State of Uttar Pradesh which are under consideration
of the Ministry along with the current status of the said Schemes; and
(c) the time by when the Ministry is likely to take decision in this regard?

(a) As per the provisions laid down in the Environment Impact Assessment (EIA) Notification,
2006, as amended, the proposals are appraised and recommended by the Expert Appraisal
Committee (EAC) at the Central level or State Level Expert Appraisal Committee (SEAC) at
the State level depending on the category of the project. Based on the recommendations of the
aforesaid committee, projects are further considered by the Ministry or State Environmental
Impact Assessment Authority (SEIAA), as the case may be, for approval for grant of
Environmental Clearance (EC) or otherwise. As per the provisions stated above, EC is granted
only after appraisal of the project by the Expert Appraisal Committee and incorporation of
appropriate environmental safeguards including mitigatory measures as prescribed in the
Environment Management Plan (EMP). As per information available on PARIVESH Portal,
retrieved on 06.08.2025, 16 proposals relating to the Central/State Governments/UTs have
been submitted to the Ministry as per provisions of the aforesaid notification. A state-wise list
of these proposals is provided in the table below:

consideration in the Ministry. However, one project proposal, relating to Central PSU, for
environmental clearance namely “Laying of Steel Gas Pipeline (Approx. Pipeline Length:

of Uttar Pradesh” by M/s Hindustan Petroleum Corporation Limited has been submitted to the
