Dr. K SUDHAKAR: Will the Minister of JAL SHAKTI be pleased to state: (a) the details of projects sanctioned and implemented under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in Karnataka, particularly in Chikkaballapur Lok Sabha Constituency during the last five years; (b) the extent of cultivable area brought under assured irrigation in Chikkaballapur through PMKSY interventions and the technologies adopted to improve on-farm water use efficiency; (c) whether the Government proposes to extend PMKSY beyond the financial year 2025–26 and if so, the details thereof; (d) the total irrigation potential created under the Har Khet Ko Pani (HKKP) component of PMKSY since its inception including surface minor irrigation and groundwater interventions, State-wise; and (e) whether the PMKSY, particularly the HKKP component includes provisions for the reuse of treated municipal waste-water for agricultural purposes and if so, the details thereof? ANSWER THE MINISTER OF JAL SHAKTI (SHRI C R PAATIL) (a) to (e) : A statement is laid on the Table of the House. 1STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO. *16 TO BE ANSWERED ON 29.01.2026 IN LOK SABHA REGARDING “PROJECTS UNDER PMKSY IN KARNATAKA” (a) & (b) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) launched during the year 2015-16, aims to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on- farm water use efficiency, introduce sustainable water conservation practices, etc. PMKSY is an umbrella scheme, consisting of two major components being implemented by Ministry of Jal Shakti, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of Command Area Development and Water Management (CADWM), Surface Minor Irrigation scheme (SMI), Repair-Renovation-Restoration of water bodies (RRR), and Ground Water (GW). However, during approval for continuation of PMKSY during 2021-26, GW component was approved only for committed liabilities. In addition, Watershed Development component (WDC) of PMKSY is being implemented by Department of Land Resources (DoLR). Further, Per Drop More Crop (PDMC) was implemented by Department of Agriculture and Farmers Welfare (DoA& FW) under the umbrella of PMKSY during 2016- 22, which is now being implemented by DoA&FW under Pradhan Mantri Rashtriya Krishi Vikash Yojana (PM-RKVY). Component wise details of projects sanctioned and implemented under PMKSY-AIBP and HKKP, being implemented by Ministry of Jal Shakti, in Karnataka during the last five years, are given at Annexure-I. However, these components do not benefit Chikkaballapur district of Karnataka. Further, an area of 13.51 lakh hectares has been covered under micro-irrigation in the state of Karnataka during last five years through PDMC scheme being implemented by DoA&FW, which includes 0.27 lakh hectares in the Chikkaballapur district of Karnataka. In addition, 78 watershed development projects covering an area of 3.29 lakh hectare have been sanctioned in Karnataka, including one project covering an area of 3960.77 hectare in Chikkaballapur, under the WDC component being implemented by DoLR. Further, Government of India has also approved the Modernization of Command Area Development and Water Management (MCADWM) for the period 2025-2026 at an initial total outlay of Rs. 1600 crores to undertake pilot projects across the States/UTs. The scheme aims for modernization of the irrigation water supply network to supply of irrigation water from existing canals or other sources in a designated cluster.
