Sanjna Jatav: Shri Bidyut Baran Mahato: Shri Avimanyu Sethi: Shri Naba Charan Majhi: Shri Mahesh Kashyap: Shri Madhavaneni Raghunandan Rao: Shri Haribhai Patel: Shri Bibhu Prasad Tarai: Shri Dilip Saikia: Shri Manoj Tiwari: Will the MINISTER OF CULTURE be pleased to state (a) the details of the number of beneficiaries including artists and cultural organisations supported under the Kala Sanskriti Vikas Yojana (KSVY) during the last three years across the country, component-wise and State/UT-wise, particularly Keonjhar, Pali and Bharatpur Lok Sabha Constituencies and Bastar region of Chhattisgarh;(b) the details of the financial allocation and utilisation under Production Grants, Recurring Grants to repertory groups, Scholarships to Young Artists, Senior and Junior Fellowships and Guru– Shishya mentorship support during the said period, year and district-wise in Rajasthan and Keonjhar Lok Sabha Constituency; (c) the criteria adopted for selection of beneficiaries and the steps taken to ensure regional and gender balance in the country particularly in the Scheduled Tribe dominated Bastar region along with the steps taken by the Government to ensure regional representation, particularly from aspirational and tribal districts such as Keonjhar; (d) whether the Government proposes to enhance funding or expand coverage or introduce new livelihood and market linkage mechanism for artists under these components to strengthen artist livelihoods and promote diverse and indigenous art forms including traditional and tribal art forms in the country, particularly in Bastar and Keonjhar under the said components and if so, the details thereof; and (e) whether any incentive has been provided to the artists of Sidhi Lok Sabha Constituency and if so, the details thereof? ANSWER MINISTER OF CULTURE AND TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) and (b) The details of the number of beneficiaries including artists and cultural organisations supported under various components of Kala Sanskriti Vikas Yojana (KSVY) during the last three years across the country, component-wise and State/UT-wise are given in the Annexure. Further, KSVY being a Central Sector Scheme, there is no provision for allocation of funds Constituency-wise / region-wise. (c) Eligible beneficiaries, i.e., cultural organisations and individual artists, are required to submit their applications/proposals along with all mandatory supporting documents. Applications/proposals that are complete in all respects are examined by the Expert/Evaluation Committee constituted by the Ministry for the purpose. The Committee makes its recommendations on the merit of each proposal/application after due consideration of the provisions of the scheme guidelines, the cultural performances/activities undertaken and other relevant factors.
