Will the Minister of Ayush be pleased to state:
(a) the details of the efforts made by the Government to promote Ayurveda, Naturopathy,
Unani and other related system of treatment of AYUSH in the country, State/UT-wise, particularly
in Jharkhand where a large chunk of population depend on traditional medical practices;
(b) the details of the number of institutions and training centres related to Yoga, Naturopathy,
Unani etc. established during the last ten years, State/UT-wise; and
(c) the details of the number of institutions and training centers related to Yoga, Naturopathy,
Unani etc. proposed to be set up in the country, State/UT-wise, particularly in Jharkhand?
ANSWER

(SHRI PRATAPRAO JADHAV)
(a) The Government through its various initiatives has been able to promote Ayush in the Country
including in the State of Jharkhand. With the view to fulfil the mandate of propagation of Ayush
System of Healthcare, the Ministry of Ayush implements a Central Sector Scheme for Promotion of
Information Education and Communication (IEC) in Ayush. This aims to reach out to all sections
of the population across the country including in the State of Jharkhand. Under this Scheme,
Ministry organises National/ State level Arogya Fairs, Yoga Fests/ Utsavs, Ayurveda Parvs,
celebrate important days of Ayush system, participate in Health fairs/ melas, Exhibitions etc,
provide financial assistance for organising seminars, workshops, conferences and conduct
multimedia campaigns etc. to create awareness among citizens regarding Ayush system of health
care.
Besides, Ministry is implementing the Centrally Sponsored Scheme of the National Ayush Mission
(NAM) through State/UT Governments for the development and promotion of the Ayush system,
including Ayurveda, Naturopathy, Unani and other related systems of treatment of Ayush in the
country, State/UT-wise, particularly in Jharkhand. Under the Mission, financial assistance is
1provided to the States/UTs as per the proposals received in their State Annual Action Plans
(SAAPs). The States/UTs including Jharkhand may avail financial assistance by submitting
proposals through SAAPs in accordance with the NAM guidelines.
NAM, inter alia, provides support for the following activities:
(i) Operationalization of Ayush Health & Wellness Centres (AHWCs), now renamed as Ayushman
Arogya Mandir (Ayush).
(ii) Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health Centres
(CHCs) and District Hospitals (DHs).
(iii) Upgradation of existing standalone Government Ayush Hospitals.
(iv) Upgradation of existing Government/Panchayat/Government-aided Ayush Dispensaries;
construction of buildings for existing Ayush Dispensaries operating in rented/dilapidated
accommodation; and construction of buildings to establish new Ayush Dispensaries.
(v) Setting up of 10/30/50 bedded integrated Ayush Hospitals.
(vi) Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and
Government/Government-aided Teaching Institutional Ayush Hospitals.
(vii) Implementation of Ayush Public Health Programs.
(viii) Establishment of new Ayush colleges in States where the availability of AYUSH teaching
institutions in the Government sector is inadequate.
(ix) Infrastructural development of Ayush Undergraduate Institutions and Ayush Postgraduate
Institutions, including add-on PG/Pharmacy/Para-Medical Courses.
The allocation and expenditure under NAM are demand-driven and depend upon the State/UT-wise
proposals approved through the State Annual Action Plans (SAAPs).
(b) & (c) Public Health being a state subject, establishment of institutions and training centres
related to Yoga, Naturopathy, Unani etc. in the country comes under the purview of respective
State/UT Governments. However, under Centrally Sponsored Scheme of National Ayush Mission
(NAM), there is provision of financial assistance for setting up of 50/30/10 bedded integrated
Ayush hospitals. Accordingly, the State Government may avail financial assistance by submitting
suitable proposals through State Annual Action Plans (SAAPs).
