Promotion of Cultivated Agarwood Sector in Tripura
3667. SMT. KRITI DEVI DEBBARMAN:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) whether the Government is aware of the significant potential of agarwood cultivation and trade in
the State of Tripura for generating rural livelihoods, exports and ecological benefits;
(b) whether the Government has received any representations from the State Government of Tripura or
other stakeholders seeking simplification or rationalization of procedures relating to the transit,
certification and export of cultivated agarwood and its value-added products;
(c) if so, the details thereof and the response of the Government thereto;
(d) whether the Government proposes to review the existing regulatory framework to facilitate ease of
doing business while ensuring compliance with national laws and international obligations under
Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); and
(e) the details of steps taken or proposed to be taken by the Government to promote sustainable
cultivation, value addition, scientific inoculation, certification and export of agarwood from Tripura and
other North-Eastern States?

(a) to (e) The Ministry has taken measures to facilitate legal and sustainable export of cultivated
agarwood from agarwood-bearing States, including Tripura, having regard to its potential for generation
of rural livelihoods, exports and ecological benefits. The promotion of agarwood through agroforestry
systems forms part of the Union Budget 2026-27 announcements. The stock of cultivated agarwood
available for sustainable export has been assessed through the Non-Detriment Finding (NDF) Study,
2024 undertaken by the Ministry. Based on the recommendations of the NDF Study, the Directorate
General of Foreign Trade (DGFT), vide Notification No. 52/2024-25 dated 20.01.2025, notified the
annual export quotas for plantation-grown agarwood for the financial years 2024-25 to 2026-27,
including an annual export limit of 22,500 kg of agarwood chips/powder/sawdust and 1,047 kg of
agarwood oil for Tripura.
Representations have been received from the Government of Tripura and other stakeholders seeking
simplification and rationalisation of procedures relating to transit, certification and export of cultivated
agarwood and its value-added products. The issues raised have been examined by the Ministry through
consultations with the Ministry of Development of North Eastern Region (MDoNER), DGFT,
agarwood-bearing States, exporters, industry associations and other stakeholders.
In order to enhance transparency, efficiency, and ease of doing business for exports, DGFT in
consultation with the Ministry of Environment, Forest and Climate Change has developed a dedicated
module for issuance of Certificate of Origin (CoO) for agarwood on the Trade Connect ePlatform, a
single-window digital system for Certificates of Origin and integrated trade facilitation services. The
module enables exporters to submit applications online along with supporting documents and detailsrelating to source of origin, stock particulars, chain of custody and inspection records, with a view to
ensuring transparency, improved traceability, reduced physical interface and time-bound processing of
applications.
Further, Rain Forest Research Institute (RFRI), Jorhat, provides technical support for scientific
inoculation with a view to safeguarding the interests of agarwood growers and preventing exploitation
by unregulated service providers. MDoNER supports sustainable cultivation and value addition through
projects under the PM-DevINE Scheme, including the Agarwood Cluster Development Project
implemented by the North Eastern Regional Agricultural Marketing Corporation Limited
(NERAMAC).
