PROMOTION OF ELECTRIC MOBILITY IN HIMACHAL PRADESH
1684. SHRI HARSH MAHAJAN:
Will the Minister of Heavy Industries be pleased to state:
(a) the provisions made under the PM E-DRIVE scheme to promote electric mobility in the
country, particularly in Himachal Pradesh;
(b) the number of electric vehicles, charging stations and related infrastructure
sanctioned/established in Himachal Pradesh under the said scheme so far;
(c) the central financial assistance provided to Himachal Pradesh under this scheme during the last
three years, the year-wise details thereof; and
(d) whether any special policy or additional assistance has been provided for promoting electric
vehicles in the hilly and remote areas of the State?
ANSWER

(a) to (c): The PM E-DRIVE Scheme was notified on 29.09.2024, with a total budgetary
outlay of Rs.10,900 crore to accelerate the transition to electric mobility across the country,
including the state of Himachal Pradesh. The scheme supports incentivization of more than 28.27
lakh EVs including 24,79,120 e-2Ws, 39,034 e-rickshaw & e-carts, 2,88,809 e-3W (L5), 5,643 e-
trucks and 14,028 e-buses. A total subsidy of 3,679 crore has been allocated under the scheme for
e-2Ws, e-3Ws (e-rickshaw & e-carts), e-3W (L5), e-ambulances and e-trucks. Besides this an
allocation of Rs.4,391 crore has been made for deployment of 14,028 e-buses in 9 cities having
population of more than 4 million. Further allocation of Rs.2,000 crore has been made for
deployment of adequate number of EV public charging stations (EV PCS) on pan India basis.
Moreover, Rs.780 crore has been allocated for upgradation of testing agencies under the scheme.
There is no state-wise allocation under the scheme. However, as on 07.02.2026, a total of
1,187 EVs have been incentivised in Himachal Pradesh under the scheme including 1,050 e-2Ws
and 137 e-3Ws. The year-wise amount disbursed is as under :

(d): Yes. The Government has provided special flexibilities and enhanced assistance to promote EV
adoption in hilly and remote areas of India including Himachal Pradesh. These include allowing non-OPEX
procurement models for e-buses for hilly states.
