SHRI BHARAT SINGH KUSHWAH: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) the details of the schemes run by the Government to support startups; (b) whether the Government proposes to set up incubation centres and if so, the details thereof along with the number of incubation centres operated at present, State-wise; (c) the details of incubation centres operating in Madhya Pradesh and the details of the number of startups benefited from it, district-wise; (d) the details of the facilities provided to startups in incubation centres; (e) the list of incubation centres operating under Startup in Gwalior, Madhya Pradesh along with their location, establishment period and details of benefited startups thereof; and (f) whether they are operational or non-operational at present and if so, the details thereof? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a) & (b): To support the startup ecosystem in the country, the Government launched Startup India initiative with the unveiling of Startup India Action Plan on 16th January 2016 comprising of 19 action items spanning across areas such as “Simplification and handholding”, “Funding support and incentives” and “Industry- academia partnership and incubation”. To realize the Action Plan, the Government is implementing various Schemes/programmes to support startups such as - Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS) and Credit Guarantee Scheme for Startups (CGSS), Atal Innovation Mission (AIM), National Initiative for Developing and Harnessing Innovations (NIDHI) programmes, Biotechnology Industry Research Assistance Council (BIRAC) programmes, MeitY Startup Hub (MSH) initiatives and Innovation and Agri-Entrepreneurship Development programme under Rashtriya Krishi Vikas Yojana (RKVY).One of the pillars of the Startup India Action Plan is “Industry- academia partnership and incubation”, under which the Government is implementing various initiatives specifically to support incubators across the country. The key Schemes and programmes for the same include: i. Under Startup India Seed Fund Scheme (SISFS), incubators are provided financial assistance and handholding support to support startups with seed funding and incubation. ii. Technology Incubation and Development of Entrepreneurs (TIDE 2.0) Scheme promotes technology-based entrepreneurship through financial and technical support to incubators. iii. Gen-Next Support for Innovative Startups (GENESIS) Scheme appoints incubators as implementation agencies to strengthen technology startup ecosystem in tier 2 and tier 3 cities. iv. Under the Innovation and Agri-Entrepreneurship Development programme, RKVY Agribusiness Incubators (R-ABIs) are appointed for implementation assistance and incubation of startups in agriculture and allied sectors. v. Atal Incubation Centres (AICs) incubation facilities and Atal Community Innovation Centres (ACIC) are established under AIM to nurture innovative startup businesses and serve the unserved/underserved areas of the country with respect to the startup and innovation ecosystem. vi. Under Bioincubators Nurturing Entrepreneurship for Scaling Technologies (BioNEST) Scheme, incubators are established at various institutions, including universities, research institutes, colleges, business incubators, biotech parks, State government science and technology bodies, etc., across the country. vii. Programmes such as NIDHI Technology Business Incubator (TBI), NIDHI Inclusive Technology Business Incubator (iTBI) and NIDHI Centre of Excellence provide operating expenses and capital expenditure support for setting up of startup incubators. The State/Union Territory (UT)-wise details of incubators supported under these Schemes are placed as Annexure-I. (c) to (f): Incubation centres provide a wide range of support to startups such as physical infrastructure, mentorship, funding support, business and technical support, networking, training programs, sector-specific support, and value-added services depending on the needs of the startups and the specific programs being implemented by the incubators.
