PROPOSALS FOR DEVELOPMENT OF MINORITIES
2898. DR. M P ABDUSSAMAD SAMADANI
Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) whether the Government has received proposals or representations from the State of Kerala
regarding multi-sectoral development projects aimed at improving livelihoods, traditional
infrastructure and skill development in minority-concentrated coastal and traditional fishing
belts facing severe economic distress and if so, the details thereof;
(b) whether any Central funds or allocations under minority welfare schemes are being
synchronized with the State initiatives to upgrade traditional village records, digital registries
and socio-economic profiling in backward areas to ensure targeted delivery of social protection
pensions and welfare benefits and if so, the details thereof; and
(c) the details of financial support earmarked for upgrading educational and medical
infrastructure in diverse districts to lower the high out-of-pocket health expenditures currently
burdening marginalised and minority communities?

(a) to (c) Yes, Sir. The Ministry has received proposals from the Government of Kerala
under the Multi-sectoral Development Programme (MsDP), now subsumed under the erstwhile
Pradhan Mantri Jan Vikas Karyakram (PMJVK), for the implementation of development
projects aimed at improving livelihood infrastructure and promoting skill development in
Minority Concentration Areas.PMJVK is a Centrally Sponsored Scheme and one of the flagship programmes of the
Ministry of Minority Affairs. The scheme seeks to create and strengthen community
infrastructure in Minority Concentration Areas across key sectors, including education, health,
skill development, women-centric initiatives, drinking water and sanitation, sports, renewable
energy, and other essential community infrastructure.
No Central funds have been synchronized with or allocated by the Ministry to support
State initiatives for upgrading traditional village records, developing digital registries, or
conducting socio-economic profiling in backward areas to enable the targeted delivery of social
protection pensions and other welfare benefits.
The Ministry has not earmarked funds on a district-wise basis specifically for the
upgradation of educational and medical infrastructure. The details of the projects approved
since inception for the Government of Kerala under PMJVK are enclosed at Annexure-I.
