(a) whether the Union Government has received any proposals from the
State Government of Maharashtra related to the Housing and Urban
Affairs sector;
(b) if so, the details thereof indicating the total number of proposals
received, approved and pending; and
(c) the time by which the Union Government proposes to approve the
pending proposals?

(a) to (c) As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters relating to
urban development fall within the purview of States/Urban Local Bodies.
However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/Union Territories (UTs) in their urban
development agenda through its various flagship Missions/Programmes viz.
Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0),
Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swachh Bharat
Mission – Urban 2.0 (SBM – U 2.0), Urban Transport (UT), etc.
Through these Missions/Schemes, the Central Government approves the
State Plans and provides the Central Assistance (CA) to the States. The
projects are selected, designed, approved and executed by the States/UTs
and the cities. The State Governments release funds to the cities/districts.

Further, metro rail projects are highly cost intensive, which undergo a
thorough appraisal process in the Ministry and examination at different
levels in Central Government. The approval of such proposals depends
upon the feasibility of the project and availability of the resources.
Therefore, no time limit can be specified for the sanction of the projects.
Details of proposals received from Government of Maharashtra, approved
and pending in this regard under AMRUT 2.0, Urban Transport, PMAY-U and
SBM-U are as given below:
AMRUT 2.0: This mission was launched in the year 2021 in all Urban Local
Bodies (ULBs)/cities, enabling the cities to become 'self-reliant' and 'water
secure'. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of AMRUT
2.0. Under the Mission, States/ UTs are empowered to select appraise,
propose and implement projects. Under AMRUT 2.0, MoHUA has approved
275 projects worth ₹29,999.68 crore, which include 116 water supply
projects worth ₹15,814.93 crore, 46 sewerage/septage management
projects worth ₹12,510.96 crore, 25 green spaces & park project worth
₹189.12 crore and 88 water body rejuvenation projects worth ₹1,484.67
crore. No proposal of Maharashtra State for projects under AMRUT 2.0 is
pending at present.

PMAY-U & PMAY-U 2.0: Physical & Financial Progress in the State of
Maharashtra under PMAY-U & PMAY-U 2.0 are as follows:

SBM-U: This mission is being implemented in all the States/UTs including
Maharashtra with a vision of achieving safe sanitation and scientific
management of all fractions of waste in urban areas of the country. Under
SBM-U, Central Share of funds are released to the States/UTs on the basis
of demand made by States/UTs in the form of complete proposals duly
approved by State Level Technical Committee (SLTC) which are further
transmitted to ULBs by the concerned State/UT Govt. as per the State
Action Plan. Mission allocation of ₹3,758.5 crores is earmarked for the
State of Maharashtra under SBM-U 2.0, out of which action plan having
Central Share (CS) of ₹3,389.08 crores have so far been approved.
