1719. SHRI MADHAVANENI RAGHUNANDAN RAO:
Will the PRIME MINISTER be pleased to state:
(a) whether there are any specific guidelines or protocols in place for the treatment of MPs and if so, the details thereof;
(b) whether these protocols are being adhered to by the State Governments;
(c) whether the Government has taken note of instances where protocol has not been followed for elected MPs in various States and if so, the action taken/being taken by the Government;
(d) whether any complaints or representations have been made by the MPs regarding non-compliance with protocol and if so, the details thereof including the action taken by the Government thereon;
(e) the details of measures taken/being taken by the Government to ensure that elected representatives are accorded the respect and dignity due to their office; and
(f) whether the Government has taken any steps to strengthen the implementation of the said protocol and ensure consistency across the States and if so, the details thereof? (a) to (f): The Government has issued detailed guidelines to all Ministries/ Department and State Governments/ UTs for observance of proper procedure and protocol in official dealings between Administration and Members of Parliament and State Legislatures.
Complaints received from Members of Parliament regarding non-compliance of protocol through Lok Sabha Secretariat and Rajya Sabha Secretariat are examined and factual reports are sought from concerned authorities/ State Governments. After due approval, these reports are sent to Lok Sabha/ Rajya Sabha Secretariat.
These guidelines have been reiterated from time to time to sensitize all State Government officials at the State/Division/District levels, with regard to their duties and obligations in relation to dealing with Honโble Members.
