Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Government has incorporated specific provisions
under Pradhan Mantri Awas Yojana-Urban (PMAY-U) and the
proposed PMAY-U 2.0 to ensure priority, preference and reserved
allotment for Persons with Disabilities (PwDs) in urban housing
schemes;
(b) if so, the details of the major provisions, guidelines and safeguards
prescribed under these schemes, State/UT-wise and district-wise;
(c) the number of beneficiaries identified and covered under the PwD
category since the inception of the scheme along with the details
of housing units sanctioned and completed for such beneficiaries,
State/UT-wise and district-wise;
(d) whether the Government has issued any guidelines, model
frameworks or advisories to assist States/UTs and Urban Local
Bodies in adopting inclusive, transparent and equitable
mechanisms for allotment of houses to PwDs, if so, the details
thereof;
(e) the number of PwD beneficiaries supported under PMAY-U and the
present status of ongoing housing projects, State/UT-wise and
district-wise; and
(f) whether the Government is providing technical-financial
assistance to the States and proposes to introduce additional
measures under PMAY-U or the forthcoming PMAY-U 2.0 to
strengthen universal accessibility, barrier-free design standards
and assistive infrastructure in affordable housing for PwDs and if
so, the details thereof along with the current status of its
implementation?

ANSWER
THE MINISTER OF STATE IN THE
MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) to (f): ‘Land’ and ‘Colonization’ are State subjects. Therefore,
schemes related to housing for their citizens are implemented by
States/Union Territories (UTs). However, the Ministry of Housing and
Urban Affairs supplements the efforts of States/Union Territories (UTs),
by providing Central Assistance under Pradhan Mantri Awas Yojana
Urban (PMAY-U) since 25.06.2015 to provide pucca houses to eligible
urban beneficiaries across the country. The scheme period, has been
extended upto 31.12.2025 to complete sanctioned houses without
changing the funding pattern and implementation methodology.
Further, based on the learnings from the experiences of implementation
of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0
‘Housing for All’ Mission with effect from 01.09.2024 for implementation
in urban areas across the country to support 1 crore additional eligible
beneficiaries in next five years. PMAY-U 2.0 is implemented through
four verticals i.e., Beneficiary Led Construction (BLC), Affordable
Housing in Partnership (AHP), Affordable Rental Housing (ARH) and
Interest Subsidy Scheme (ISS).
Preference under the Scheme is given to Persons with Disabilities along
with other vulnerable groups such as Widows, single women, Senior
Citizens, Transgenders, persons belonging to Scheduled
Castes/Scheduled Tribes, Minorities and other weaker and vulnerable
sections of the society. In addition, special focus is also given to Safai
Karmi, Street Vendors identified under PMSVANidhi Scheme and
different artisans under Pradhan Mantri-Vishwakarma Scheme,
Anganwadi workers, building and other construction workers, residents
of slums/chawls and other groups identified during operation of PMAY-U

PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of
India has not fixed any target for construction of houses. As per the
Scheme Guidelines, selection of beneficiaries under different verticals
through suitable means, formulation & execution of projects are done by
States/ Union Territories (UTs). Under the schemes, preference has been
provisioned for several categories of beneficiaries including Persons

Based on the project proposal submitted by States/Union Territories
(UTs), a total of 122.06 lakh houses, including 10.43 lakh under PMAY-U

As per the scheme guidelines for AHP vertical, necessary provisions of
ramp and other facilities for barrier free access to ensure accessibility
for Persons with Disabilities (Divyangjan) as mentioned under the
provisions of Rights of Persons with Disabilities Act, 2016 is mandatory.
Further, allotment of houses to identified eligible beneficiaries are made
by States/UTs and Urban Local Bodies through an inclusive, transparent
and equitable mechanisms. While making the allotment in AHP projects,
the families with person with disability and senior citizens are to be
allotted house preferably on the ground floor or lower floors.
