Aparajita Sarangi: Shri Balabhadra Majhi: Will the Minister of FINANCE be pleased to state: (a) the manner in which Rs.12.2 lakh crore Public Capex proposed in the FY 2026-27 is likely to support infrastructure-led economic growth in the current fiscal across the country, including the likely benefits for regions such as the Nabarangpur Lok Sabha Constituency in Odisha and the total funds allocated for aspirational districts like Dahod in Gujarat; (b) the specific impact of the revised Gross Domestic Product (GDP) and Consumer Price Index (CPI) series on measuring India's post-pandemic economic recovery; (c) whether the Government is likely to achieve the nominal GDP growth estimate of 10 per cent for the year 2026-27, if so, the details thereof; and (d) the manner in which the Infrastructure Risk Guarantee Fund is incentivising private developers to participate in large-scale national infrastructure projects, including those benefitting the Nabarangpur Lok Sabha Constituency in Odisha? NIRMALA SITHARAMAN) (a) to (d): A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO. *513, RAISED BY SMT. APARAJITA SARANGI AND SHRI BALABHADRA MAJHI FOR 30 MARCH 2026 ON PUBLIC CAPITAL EXPENDITURE SUPPORT FOR INFRASTRUCTURE GROWTH (a) The Government of India’s capital outlay has increased by nearly 106 per cent, from ₹5.92 lakh crore in FY22 to a budgeted allocation of ₹12.2 lakh crore for FY27, recognising the strong multiplier effects that infrastructure generates on the economy. As per the Economic Survey 2025-26, public expenditure on infrastructure has a high multiplier effect, estimated to be around 2.5 to 3.5 times the GDP over the medium term. Therefore, the proposed public capital expenditure is intended to sustain and further strengthen infrastructure led growth across the country in FY27. In so far as the funds allocated to Aspirational Districts (including Dahod) are concerned, the details of the amounts sanctioned under the Aspirational Districts Programme of NITI Aayog, since the inception of the programme, are placed at Annexure. (b) & (c) The new GDP series (Base Year = 2022-23) and Consumer Price Index (Base Year = 2024) released by Ministry of Statistics and Programme Implementation incorporates improved data sources and methodologies, resulting in a better measurement of economic activity. The revisions to real GDP growth under the new GDP series are as follows: Year Old Series New Series (Base year 2011-12) (Base year 2022-23) 2023-24 9.2 7.2 2024-25 6.5 7.1 2025-26 7.4* 7.6** Note: * First Advance Estimate; ** Second Advance Estimate The data points that the real GDP growth has remained above 7 per cent during FY24 to FY26, thereby reflecting a sustained and resilient post-pandemic economic recovery. Importantly, this growth has been achieved without triggering an inflationary spiral. The average retail inflation for FY 2025–26 stands at 1.9% as of end-February 2026. Building on the sustained growth performance in recent years, real GDP growth is projected at 7.0-7.4 per cent for 2026-27, as per the Department of Economic Affairs’ Monthly Economic Review for February 2026. Given moderate inflation, along with strong domestic demand, continued public investment, and stable macroeconomic fundamentals, Indian economy is likely to achieve the nominal GDP growth estimate of 10 per cent for the year 2026-27, as envisaged in Budget 2026-27. (d) To strengthen the confidence of private developers regarding risks during infrastructure development and construction phase, Government announced the establishment of anInfrastructure Risk Guarantee Fund (IRGF) in the Union Budget 2026–27 to provide prudently calibrated partial credit guarantees to lenders. Such calibrated support is aimed to incentivise private developers to participate in large national projects, which may include future projects located in the Nabarangpur Lok Sabha Constituency, by improving project viability and reducing uncertainty during the development phase. *******Annexure District wise details of funds sanctioned to Aspirational Districts for the period from December 2018 to March 2026 (till 17.03.2026) under the Aspirational Districts Programme are as follows: Total Sanctioned S.N.
