Quality Education Infrastructure in Delhi

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government is aware of the growing population and increasing
demand for quality education infrastructure in the North East Delhi Lok Sabha
constituency, if so, the details thereof;
(b) whether the Government has conducted any assessment or survey to identify
gaps in availability of Kendriya Vidyalayas, Navodaya Vidyalayas and higher
education institutions in the region and if so, the details thereof; and
(c) whether the Government proposes to establish new Central Government schools,
skill development centres, or higher educational institutions in North East Delhi to
address the educational needs of students from economically weaker sections and if
so, the details and timeline thereof along with the details of steps being taken to
improve the quality of education?

(a): Education is in the Concurrent list of the Constitution and majority of the schools
come under the purview of the respective State Government/UT Administration.
Matters related to infrastructure planning and other educational needs of the State
are thus primarily addressed at the State or UT level.
In addition to existing infrastructure, three new schools including a new school
in double shift in (M block, Sunder Nagri having approximately 2500 students in each
shift) have recently been opened to strengthen and enhance the existing educational
facilities.
The Department of School Education and Literacy is implementing an
integrated centrally sponsored scheme for School education- Samagra Shiksha in
the country from 2018-19, which subsumes the three erstwhile Centrally Sponsored
Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan
(RMSA) and Teacher Education (TE). Samagra Shiksha treats school educationholistically, in a continuum from pre-primary to class XII and is aligned with the
recommendations of the National Education Policy (NEP) 2020. It aims to ensure that
all children have access to quality education with an equitable and inclusive
classroom environment which should take care of their diverse background,
multilingual needs, different academic abilities and make them active participants in
the learning process.
Under Samagra Shiksha, financial assistance is provided to States and UTs
Including North East Delhi Lok Sabha Constituency of Delhi for providing various
facilities to the children for implementing the Right of Children to Free and
Compulsory Education (RTE) Act, 2009. As per norms of the Samagra Shiksha, the
annual plans are prepared by the States and UTs as per their requirements/ priority
and the same is reflected in their respective Annual Work Plan and Budget (AWP&B)
Proposals. These plans are then appraised and approved by the Project Approval
Board (PAB) in the Department of School Education & Literacy in consultation with
the States and UTs as per the programmatic and financial norms of the scheme and
physical and financial progress of the State for the interventions approved earlier.
(b): North East Delhi Parliamentary Constituency comprises of 3 districts namely,
Central Delhi, North East Delhi & Shahdara and out of these 3 districts, Navodaya
Vidyalayas have been sanctioned in North East Delhi and Shahdara districts. All the
9 districts of Delhi have been covered under Navodaya Vidyalaya Scheme which
have some rural population as per Census 2011.
At present, 31 National Institutes of Technology (NITs) including NIT Delhi are
functioning as institutes of National Importance in the country.
(c): The Government of India has sanctioned new Kendriya Vidyalaya at Khajuri
Khas in North East Delhi in December 2024 which will be made functional after
completion of land transfer formalities and possession of Temporary
Accommodation. Opening of new Kendriya Vidyalaya is a continuous process. There
is no proposal received from the State Government/District Administration to
establish new KV in North East Delhi. Kendriya Vidyalayas are not opened on the
basis of economically weaker sections/ district/ region/State/Parliamentary
Constituency-wise etc.
A Navodaya Vidyalaya has been sanctioned in North East Delhi District. Due
to the unavailability of suitable land and temporary accommodation in Shahdara and
North East Delhi districts, permission has been granted to open two additional NVs
on the available space within the campus of the existing NV Mungeshpur, North West
Delhi.
National Institutes of Technology (NITs) provide 100% tuition fee waiver from
the academic year 2016-17 for SC/ST/PH undergraduate students. Besides, the
most economically backward students (whose family income is less than Rs.1.00
lakh per annum) gets full remission of the fee and the other economically backward
students with family income between Rs.1.00 to Rs.5.00 lakh get 2/3rd fee remission.
