MANJU SHARMA: Will the Minister of RAILWAYS be pleased to state: (a) the number of railway coach manufacturing units currently operational in the country; (b) the details of the expenditure incurred on the development of railway coach manufacturing facilities across the country; (c) the measures taken/being taken by the Government for the development of railway stations in Tier-2 and Tier-3 cities within the States of Rajasthan, Gujarat and Madhya Pradesh; (d) the steps taken/being taken by the Government to expand high-speed railway tracks in Rajasthan, Gujarat and Madhya Pradesh along with the details of the expenditure incurred in this regard; and (e) the steps taken/being taken by the Government to replace the conventional Integral Coach Factory (ICF) coaches with Linke Hofmann Busch (LHB) coaches? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e): A Statement is laid on the Table of the House. *****STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO.80 TO BE ANSWERED ON 04.02.2026 IN LOK SABHA (a) to (e) Presently, there are three coach manufacturing units operational in the country under Ministry of Railways. The cost of development of coach manufacturing units varies depending upon factors such as location, the type of coaches proposed to be manufactured, planned production capacity, and the machinery and plant to be installed. Expenditure on the development of a coach manufacturing units is incurred over extended periods and across multiple phases covering the initial setting up of the units as well as subsequent upgradation and augmentation of the facilities from time to time. For example, the expenditure incurred on the setting up of the latest operational coach manufacturing unit- Modern Coach Factory, Raebareli is Rs. 3,042.83 crore. Further, Rs. 2443 Cr has been sanctioned for various projects related to the upgradation/ augmentation of the three operational coach manufacturing units viz. Integral Coach Factory, Chennai, Rail Coach Factory, Kapurthala, and Modern Coach Factory, Raebareli. Station Redevelopment: For redevelopment of Stations with a long-term approach, Ministry of Railways has launched Amrit Bharat Station Scheme. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes: • Improvement of access to station and circulating areas • Integration of station with both sides of city • Improvement of station building ..P/2-:2:- • Improvement of waiting halls, toilets, sitting arrangement, water booths • Provision of wider foot over bridge/air concourse commensurate with passenger traffic • Provision of lift/escalators/ramp • Improvement /Provision of platform surface and cover over platforms • Provision of kiosks for local products through schemes like ‘One Station One Product’ • Parking areas, Multimodal integration • Amenities for Divyangjans • Better passenger information systems • Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under this scheme including 87 stations from Gujarat, 80 stations from Madhya Pradesh and 85 Stations from Rajasthan. The works of improvement of circulating area with provision of parking lots, provision of 12 m wide Foot Over Bridge and raising & platform surfacing of Platform No. 1 have been taken up. ..P/4-:4:- • At Ruthiyai station: The works of Improvement of Station Building, improvement of circulating area with provision of parking lots, improvement to Platform surfacing at PF 1 & 2, construction of new toilet block, improvement of waiting hall, provision of additional platform shelters and improvement of divyangjan amenities have been completed. The work for construction of 12m wide Foot Over Bridge has been taken up. • At Baran station: The works of improvement of circulating area with provision of parking lots, improvement to surfacing of Platform No. 1, Improvement of station building and porch, drainage works, improvement of various Divyangjan facilities, construction of new toilet blocks, improvement of waiting hall, construction of new waiting Hall, improvement of boundary wall, provision of platform shelter have been completed. The work for the construction of new 12 m wide foot over bridge has been taken up. • At Asarva station: The construction of new station building with new waiting room, booking counters, porch, toilet block is completed, finishing work of concourse area is taken up. Work of construction of new PF shelter, PF surfacing, development of circulating area and parking area, Provision of Divyangjan amenities are taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. ..P/5-:5:- Development / Upgradation / Modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station wise or state-wise. Rajasthan is covered by five zones viz. Northern Railway, North Central Railway, North Western Railway, Western Railway and West Central Railway. For these zones, an allocation of ₹ 4797 crore has been made for the financial year 2025-26, out of which an expenditure of ₹ 3824 crore (upto December, 2025) has been incurred so far. Madhya Pradesh is covered under the jurisdiction of seven railway zones, namely, Central Railway, East Central Railway, North Central Railway, South Central Railway, South East Central Railway, Western Railway and West Central Railway. For these zones, an allocation of ₹ 5801 crore has been made for the financial year 2025-26, out of which an expenditure of ₹ 4581 crore (upto December, 2025) has been incurred so far. Gujarat is covered under the jurisdiction of two railway zones, namely, North Western Railway and Western Railway. For these zones, an allocation of ₹ 2081 crore has been made for the financial year 2025-26, out of which an expenditure of ₹ 1629 crore (upto December, 2025) has been incurred so far. High Speed Rail Projects As regard High Speed Rail Projects, the Mumbai-Ahmedabad High Speed Rail (MAHSR) Project (508 km) is under execution with technical and financial assistance from Government of Japan. The Project is passing through the States of Gujarat, Maharashtra and Union Territory of Dadra & ..P/6-:6:- Nagar Haveli with 12 stations. The Gujarat portion (apprx. 352 kms including Dadra & Nagar Haveli) of the corridor between Vapi and Sabarmati consisting of 8 stations i.e. Vapi, Billimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad and Sabarmati. An expenditure of approximately 86,939 Cr till December 2025 has been incurred on the Project. HSR projects are highly capital intensive and any decision for taking up new project is based on many factors such as technical feasibility, financial & economic viability, traffic demand and availability of funds & financing options etc. LHB Coaches Regarding proliferation of LHB coaches, it is mentioned that the work of replacement of ICF coaches with safer and more modern LHB coaches has been taken up in a phased manner. Technologically superior LHB coaches have better riding, improved aesthetics and features like Lightweight design, Anti climbing features, Air suspension (Secondary) with failure indication system, stainless steel shell and disc brake system etc. Production of LHB coaches during 2014-25 vis-à-vis 2004-14 is as under: Period LHB coaches manufactured 2004-14 2,337 nos. 2014-25 42,677 nos. (more than 18 times) Further, Indian Railways has also introduced Vande Bharat & Amrit Bharat trains which have enhanced safety features and modern passenger amenities. *****
