Parliament Question: Railway Projects in Haryana

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 689 TO BE ANSWERED ON 03.12.2025 RAILWAY PROJECTS IN HARYANA 689. SHRI DEEPENDER SINGH HOODA: Will the Minister of RAILWAYS be pleased to state: (a) the details of the number of railway projects presently under execution in Haryana along with the year of commencement and the expected time period for completion of each; (b) the year-wise details of funds allocated and utilised for every such project since its inception; (c) the details of projects that have faced delay/cost overruns including the original sanctioned cost, the revised estimated cost, percentage of escalation and specific reasons for such cost variations; (d) the steps taken by the Government for the modernisation and redevelopment of railway stations in Haryana along with the proposed timeline for their completion; and (e) whether any monitoring mechanism has been established to ensure timely completion and effective coordination between Railways, Haryana Rail Infrastructure Development Corporation Limited (HRIDC) and the State Government for expeditious implementation of these projects and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e): Railway projects are surveyed/ sanctioned/executed ZonalRailway wise and not State-wise/Constituency-wise as the Railways’ projects may span across State boundaries. Railway projects are sanctioned on the basis of remunerativeness, traffic projections, last mile connectivity, missing links and alternate routes, augmentation of congested/saturated lines, demands raised by State Governments, Central Ministries, Members of Parliament, other public representatives, Railway’s own operational requirement, socio-economic considerations etc. depending upon throwforward of ongoing projects and overall availability of funds. Budget allocation for Infrastructure projects and safety works, falling fully/partly in the State of Haryana is as under: Period Outlay 2009-14 ₹315 crore/year 2025-26 ₹ 3,416 Cr. (nearly 11 times) As on 01.04.2025, 8 projects(01 New Lines and 07 Doubling), covering a total length of 491 km, costing ₹6775 crore, falling fully/partly in Haryana are sanctioned and an expenditure of ₹1571 crore has been incurred upto March 2025. Project Cost (Rs. in Cr.) 1 Chandigarh-Baddi (28 Km) 1540 2 Connectivity between Palwal and New Prithala (4 66 Km) 3 Doubling between Churu-Sadulpur BG Line and 3554 Doubling between Luni-Samdari-Bhildi section (330 Km) 4 Rewari-Khatuwas Doubling (28 Km) 352 5 Bhiwani-Dobh-Bahali Doubling (42 Km) 471 6 Doubling between Manheru-Bawani Khera (32 Km) 413 7 Doubling between Khatuwas – Narnaul (24 Km) 313 In last three years 2022-23, 2023-24, 2024-25 and current financial year 2025-26, 20 surveys (06 New Line and14 Doubling) covering a total length of 778 Km has been sanctioned falling fully/partly in the State of Haryana.Completion of Railway project/s depends on various factors which include the following:  Land acquisition by State Government  Forest clearance  Shifting of infringing utilities  Statutory clearances from various authorities  Geological and topographical conditions of area  Law and order situation in the area of project site  Number of working months in a year for particular project site etc. All these factors affect the completion time and cost of the project/s. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations, including 34 stations located in the state of Haryana have been identified for development under Amrit Bharat Station Scheme. Till now, phase-I works of 01 stations (Mandi Dabwali) in the state of Haryana have been completed under this scheme.The works at other stations have also been taken up at good pace and progress of some of the above stations is as given below:  Narwana station: The works of new station building, waiting rooms, toilets, platform shelters, improvement of platform surface,circulating area, parking area, lifts and 12 m Foot Over Bridge have been completed. The finishing works have been taken up.  Jind station: The works of station building, waiting rooms, toilets, platform shelter, improvement of platform surface, circulating area, parking area, lifts, escalators and 12 m Foot Over Bridge have been completed. The finishing works have been taken up.  Rewari station: The works of improvement of station building, platform surface, waiting hall, toilet, circulating area, lifts, escalators, Foot Over Bridge have been completed. The finishing works have been taken up.  Hodal station: The works of new main entry station building, second entry station building, waiting hall, toilet, platform shelter, circulating area, parking area and improvement of platform surface have been completed. The finishing works have been taken up. Development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Further, development / upgradation / modernization of stations including Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’.The details of expenditure incurred for development and maintenance of stations are maintained Zonal Railway-wise under Plan Head-53 ‘Customer Amenities’ and not work-wise or Station-wise. The state of Haryana is covered under the jurisdiction of three railway zones, namely, Northern Railway, North Central Railway and North Western Railway. For these zones, an allocation of ₹ 3,729 crore has been made for the financialyear 2025-26, out of which an expenditure (up to October, 2025) of ₹ 1,860 crore has been incurred so far. Proposals / requests / suggestions / representations, both formal and informal for Railway projects / Works across the country are received on the basis of demands raised by State Governments, Members of Parliament, Ministries of Central Government, elected representatives, Railways' own requirements, organizations / rail users etc., at various levels including Railway Board, Zonal Railways, Division Office etc. Receipt of such proposals / requests / suggestions / representations is a continuous and dynamic process and these are examined and action as found feasible and justified is taken from time to time and centralized compendium for the same is not maintained. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, air-port clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Haryana Rail Infrastructure Development Corporation Ltd. (HRIDC), a State Joint Venture Company of Haryana (51%) and Ministry of Railways (49%) is executing Haryana Orbital Rail Corridor project (125.98 km) at a cost of Rs. 5618 Cr. So far, Patli-Manesar-MSIL (10 Km) section has been commissioned for freight trains operations and work in balance section is in progress. For expeditious implementation of the project the following mechanism are being adopted:- All drawings and designs of the projects are prepared in consultation with the Zonal Railways and approved by the nominated officers of the Indian Railways.  The opening of the section for freight trains is only after technical inspection by the nominated committee of the Indian Railways and authorization by the General Manager of Northern Railways.  Regular review meetings are held up at Zonal Railway as well as Railway Board level.  Review meetings are held regularly by the state authorities at the level of Chief Secretary or ACS/PW for monitoring the progress.  Monthly Progress reports of the projects are submitted by the HRIDC to the Railways and the State government.  Progress of the Projects are reviewed in all the Board meetings of HRIDC, chaired by the Chief Secretary. *****
