SHRI ARVIND DHARMAPURI: Will the Minister of RAILWAYS be pleased to state: (a) the details of the total budgetary allocation for railway projects in Telangana for the fiscal years 2023-24 and 2024-25; (b) the details of the number of railway stations in Telangana identified for upgradation under the Amrit Bharat Station Scheme, the total funds allocated for their redevelopment along with their present status; and (c) the current status/total central investment/the revised timeline for the completion of the Railway Manufacturing Unit at Kazipet? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (c) Railway Infrastructure Projects falling fully/partly in the State of Telangana are covered under East Coast Railway (ECoR), South Central Railway (SCR) and South Western Railway (SWR) Zones of Indian Railways. Manoharabad – 1146 1050 96 - Kothapalli New Line Government of Telangana has to provide land free of cost for Manoharabad – Kothapalli new line. From Manoharabad to Siddipet, 76 km has already been commissioned. Siddipet – Siricilla (31km ) section out of 151 km is pending since January 2025 is targeted for commissioning in FY 2025-26. However,for Forest land diversion in 2.1 km near Siricilla, Rs 10.10 Cr was demanded in Jan-25 but money required has not yet been deposited by Telangana Govt. till date. Commissioning of Siddipet – Siricilla (31km) is held up due to this account. 04 projects in Telangana have been sanction on cost sharing basis at a cost of Rs 4,704 Cr Share of Telangana Government in these projects is Rs.2,181 Cr. Telangana had to deposit Rs 1,708 Cr to Ministry of Railways for these cost sharing projects. However they have deposited only Rs 894 Cr. Thus there is a shortfall of Rs 814 Cr which is adversely affecting progress of works. Sanction of any railway project depends upon many parameters/factors which include the following:  Anticipated traffic projections and remunerativeness of the proposed route  First and last mile connectivity provided by the project  Connection of missing links and providing additional route  Augmentation of congested/saturated lines  Demands raised by State Governments/Central Ministries/Public representatives,  Railway’s own operational requirements  Socio-economic considerations  Overall availability of funds Completion of Railway project/s depends on various factors which include the following:  Land acquisition by State Government  Forest clearance  Shifting of infringing utilities  Statutory clearances from various authorities  Geological and topographical conditions of area Law and order situation in the area of project site  Number of working months in a year for particular project site etc. All these factors affect the completion time and cost of the project/s. Station Re-development Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity,phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations, including 40 stations located in the state of Telangana have been identified for development under Amrit Bharat Station Scheme. Till now, phase-I works of 3 stations (Begumpet, Karimnagar and Warangal) in the state of Telangana have been completed under this scheme.The works at other stations have also beentaken up at good pace and progress of some of the stations is as given below:  Basar station: The works of improvement of platform surfacing and platform wall have been completed. The works of improvement of circulating area, platform shelter and waiting hall have been taken up.  Khammam station: The works of platform shelter, general waiting hall, retiring room and improvement to AC lounge have been completed. The works of Foot Over Bridge, lifts, escalator, station building and circulating area have been taken up.  Sri Bala Brahmeswara Jogulamba station: The works of platform raising, platform extension, improvement of station building, circulating area, platform shelters and Divyangjan facilities have been completed. The finishing works have been taken up.  Hafizpeta station: The works of station building, booking office, waiting hall, and toilet have been completed. The works of platform shelter, platform surfacing, circulating area, signages, lift, escalator, 12 m Foot Over Bridge and Divyangjan facilities have been taken up.  Kazipet Junction station: The works of platform shelters, improvement of existing general waiting hall, toilet, lift and escalator have been completed. The works of improvement of station building, AC waiting hall, circulating area, parking area and Foot OverBridge have been taken up. Further development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as perrequirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, air-port clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway- wise and not work-wise, or station-wise or state-wise. The state of Telangana is covered under the jurisdiction of South Central Railway and for this zone, an allocation of ₹ 863crore has been made for the financial year 2025-26, out of which an expenditure (up to October, 2025) of ₹ 664.27 crore has been incurred so far. Manufacturing unit at Kazipet Indian Railways has planned to develop a Railway Manufacturing Unit at Kazipet, Telangana at a cost of Rs.521.36 crore whichwill be capable of manufacturing and maintaining a variety of modern Rolling Stocks. Significant progress has been made, with the civil and electrical infrastructure nearing completion and the majority of the machinery and plants delivered. ****
