RAILWAYS PROJECTS ON COST-SHARING BASIS
1718 SHRI ANIL KUMAR YADAV MANDADI:
Will the Minister of RAILWAYS be pleased to state:
(a) whether Government is implementing various projects in the country including Telangana on cost
sharing basis between State Government and Union Government;
(b) if so, the details thereof, project –wise;
(c) whether Government has identified challenges in implementing projects on cost-sharing basis
between State Government and Union Government; and
(d) if so, the details thereof and remedial measures, if any, that Government contemplates to resolve
those challenges?

(a) to (d): Capacity enhancement of railway network has been taken up by Indian Railways in a big
way during last 11 years. The details of commissioning/laying of new track across Indian Railways is
given below:-

As on 01.04.2025, across Indian Railways, 431 Railway infrastructure projects (154 New Line, 33
Gauge Conversion and 244 Doubling) of total length 35,966 Km, costing approx. 6.75 lakh crore are
sanctioned. The summary is as under:-

Zone-wise/year-wise details of all Railway projects are made available in public domain on Indian
Railway’s website.
68 Railway infrastructure projects have been undertaken through different cost-sharing arrangements.
However, in several such projects, delays have been experienced in release of the State Government’s
share of funds, adversely affecting project timelines.
In order to streamline and improve the cost sharing mechanism, a tri-partite agreement among the
Ministry of Railways, concerned State Government and Reserve Bank of India is being promoted.
Under this arrangement, a mandate would be created by the State Government enabling direct debit of
its share of cost due to Ministry of Railways, thereby ensuring timely and automatic transfer of funds.
Telangana
Budget allocation in the recent years has increased significantly. Budget allocation for infrastructure
projects and safety works, falling fully/partly in the State of Telangana is as under:

As on 01.04.2025, 20 Railway projects (6 New Lines and 14 Doubling), of a total length of 2,166 Km,
costing 35,045 crore falling fully/partly in the State of Telangana have been sanctioned, out of which,
548 Km length has been commissioned and an expenditure of 11,550 crore has been incurred upto
March, 2025. The summary is as under:-

Execution of important infrastructure projects falling fully/partly in the State of Telangana is held up
due to delay in land acquisition. Status of land acquisition in Telangana is as under:

04 projects in Telangana have been sanctioned on cost sharing basis at a cost of 4,704 Crore. As on
01.04.2025, share of Telangana Government in these projects is 2,181 Cr. Telangana had to deposit
1,708 Crore to Ministry of Railways for these cost sharing projects. However they have deposited only
894 Crore. Thus there is a shortfall of 814 Crore which is adversely affecting progress of works. The
details of projects taken up on cost sharing basis is as under:-

§Completion of Railway project/s depends on various factors which include the following:
Land acquisition by State Government
Forest clearance
Shifting of infringing utilities
Statutory clearances from various authorities
Geological and topographical conditions of area
Law and order situation in the area of project site
Number of working months in a year for particular project site etc.
All these factors affect the completion time and cost of the project/s.
