Executive Summary:
The Ministry of Panchayati Raj addresses localizing Sustainable Development Goals (SDGs) through Panchayati Raj Institutions (PRIs) under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), focusing on nine thematic areas. The Panchayat Advancement Index (PAI) monitors progress, and initiatives are underway to enhance Panchayats' Own Source Revenue (OSR). Localization of SDGs:
* The Ministry has undertaken the process of localizing the Sustainable Development Goals (SDGs) through Panchayati Raj Institutions (PRIs) under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA)
* The Revamped RGSA consolidates the 17 SDGs into nine thematic areas to achieve the 2030 Sustainable Development Agenda at the grassroots level.

* Under the Revamped RGSA, training is provided to elected representatives, functionaries, and other stakeholders of PRIs on the nine themes.

(a) & (b) The Ministry does not have any programme or scheme titled Rajaswa Abhiyan.
However, the Ministry has undertaken the process of localizing the Sustainable Development
Goals (SDGs) through Panchayati Raj Institutions (PRIs) under the Revamped Rashtriya
Gram Swaraj Abhiyan (RGSA) by consolidating the 17 SDGs into nine thematic areas. This
approach seeks to achieve the 2030 Sustainable Development Agenda at the grassroots level
by enabling PRIs to align global goals with local governance priorities. The thematic
framework makes SDGs easier to understand, contextually relevant, and actionable for
community-levelimplementation.
These 9 themes are: (i) Poverty-Free and Enhanced Livelihoods in Panchayat; (ii)
Healthy Panchayat; (iii) Child-Friendly Panchayat; (iv) Water-Sufficient Panchayat; (v)
Clean & Green Panchayat; (vi) Panchayat with Self-Sufficient Infrastructure; (vii) Socially
Secured and Socially Just Panchayat; (viii) Panchayat with Good Governance; and (ix)
Women-FriendlyPanchayat.
1Under the Revamped RGSA, elected representatives, functionaries, and other
stakeholders of PRIs are trained on various aspects of these nine themes to strengthen local
rural institutions. During FY2024-25, a total of 1,16,166 participants were trained on Theme
1 and 85,616 on Theme 2 across the country, including 817 and 189 participants respectively
in Madhya Pradesh, and 1,007 and 1,216 participants respectively in Maharashtra. State-wise
detailsare at Annexure-I.
Following the adoption of the thematic approach, Panchayats have been advised, from FY
2023-24 onwards, to take Sanklap on different themes for preparation of thematic Gram
Panchayat Development Plans (GPDPs) aligned with these nine themes, ensuring
convergence of flagship schemes and available resources to achieve the SDGs by
2030.State/UT-wise details of Gram Panchayats that have taken a ‘Sankalp’ on these themes
for preparingThematic GPDPsfor the PlanYear2025-26 are at Annexure-II
(c) To assess andtrackthe progress of grassroots institutions inachieving localizedSDGs
and the 2030 Agenda, the Ministry has developed the Panchayat Advancement Index (PAI).
The PAI is based on multiple local development indicators across the nine LSDG themes. Its
objective is to identify development gaps in Panchayats through their thematic scores and to
facilitateevidence-based planningat the locallevel.
Over time, PAI outcomes will reflect incremental improvements in Panchayat
performance towards achieving the LSDGs. PAI Version 1.0 for FY2022-23 was released on
9 April 2025, covering thematic and overall scores of 2.16 lakh Gram
Panchayats/Equivalentto Gram Panchayats across 29 States/UTs, including those of Madhya
Pradesh and Maharashtra. State/UT-wise overall PAI scores are at Annexure-III, and
thematic as well as overall scores for Gram Panchayats of Madhya Pradesh and Maharashtra
are at Annexure-III(a).
The baseline data from PAI Version 1.0 captures the current status of Gram
Panchayats//Equivalentto Gram Panchayats across the nine thematic areas and is intended to
support the preparation of evidence-based plans to improve rural quality of life and enhance
service deliveryat the Gram Panchayatlevel.
(d) To enhance the Own Source Revenue (OSR) of Panchayats and strengthen their financial
self-reliance, the Ministry, in collaboration with IIM Ahmedabad, has developed a dedicated
OSRtrainingmodule.The module equipselectedrepresentatives andPanchayat functionaries
with knowledge on revenue generation from tax and non-tax sources, local resource
mobilization, behavioural strategies to improve tax compliance, revenue forecasting, project
financing, and innovative funding options. It also links OSR planning with the preparation of
effectiveGram PanchayatDevelopmentPlans(GPDPs).
During the current initiative, 128 State Level Master Trainers (SLMTs) have been trained in
twobatchesonthe OSRmodule.TheState/UT-wise listof trainedSLMTsisatAnnexure-IV.
To support and supplement the effort of state as well as the panchayat to enhance the OSR
generation of the panchayat, the Ministry of Panchayati Raj has undertaken a significant step
to digitize OSR collection of the panchayats by developing the “SAMARTH Panchayat
Portal”, a dedicated digital platform that facilitates the generation of Tax and Non-Tax
demands, maintenance of tax register, and online tracking of revenue. This is a customizable
portal asperthe state’srequirements.
2As per the report of the expert committee on OSR of rural local bodies, 21 States/UTs have
formulated the OSR rules and guidelines, while others are yet to form the rules and
guidelines. Additionally, the States/UTs that have formulated OSR rules need
revision/updation in their OSR rules. Accordingly, the Ministry has constituted a committee
on 10th June 2025, comprising senior officials from various State Governments, to prepare a
Model OSR rules / framework of panchayats, which can serve as a benchmark for the States
informulatingandamending theirOSRrules.
