Ramagundam Fertilizers and Chemicals Limited

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has any proposal to expand the Ramagundam Fertilizers
and Chemicals Limited (RFCL) plant at Ramagundam, Telangana, if so, the details
thereof;
(b) whether any special allocation of fertilizers produced at the said plant is being made
to the State of Telangana, if so, the details thereof; and
(c) the steps taken by the Government to ensure adequate fertilizer availability to
farmers in Telangana from RFCL?
ANSWER

(a): At present, there is no such proposal of Ramagundam Fertilizers and
Chemicals Limited (RFCL) under consideration in the Department of Fertilizers.
(b) & (c): The following steps are taken by the Government in every season for
ensuring timely and adequate supply of fertilizers across the States/UTs, including
the State of Telangana:
I. Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers. On the basis of
requirement projected by DA&FW, Department of Fertilizers (DoF) allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.-2-
II. The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
III. The State Governments are regularly advised to coordinate with
manufacturers and importers for streamlining the supplies through timely
placement of indents.
IV. Regular coordination with the Ministry of Railways is undertaken for giving
sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States.
V. The distribution of fertilizers within the State at district level is done by the
concerned State government.
Further, to ensure an efficient and uninterrupted supply, Urea produced by
RFCL, like that from all other indigenous manufacturing plants, is pooled at the
national level and allocated to States based on their assessed requirements to
ensure equitable distribution across the country.
Accordingly, the availability of fertilizers has remained adequate in the
State of Telangana during the ongoing Kharif 2026 season (from 01.04.2026 to
26.07.2026). The information regarding requirement, availability, sales and closing
stocks of fertilizers in the State during the said period is placed at Annexure.
