SHRI G LAKSHMINARAYANA: Will the Minister of PANCHAYATI RAJ be pleased to state: (a) the number of agencies, institutions or vendors penalised, de-empanelled or blacklisted under RGSA during the last three years, State-wise; (b) the mechanisms adopted for verification of attendance and utilisation of funds under RGSA training programmes; (c) the particularly Andhra Pradesh district-wise, Gram Panchayats generating Own Source Revenue (OSR) exceeding the prescribed threshold during the last three years, State-wise; (d) whether any assessment has been conducted regarding the effectiveness of RGSA capacity- building programmes, if so, the details thereof; and (e) the measures taken to ensure authenticity of geo-tagged monitoring of Gram Panchayat assets and infrastructure projects? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) Panchayat, being “Local Self Government”, is a State subject. However, the Ministry of Panchayati Raj has been implementing the Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) since the financial year 2022-23 in States/UTs. No agencies, institutions or vendors have been penalised, de-empanelled or blacklisted under Rashtriya Gram Swaraj Abhiyan during the last three years. (b) To ensure transparency, accountability, and accuracy in capacity-building activities under the Revamped RGSA, the Ministry has developed a dedicated Training Management Portal (TMP) for real-time monitoring of training programmes across States and Union Territories. The system incorporates Aadhaar-authenticated/biometric attendance, real-time upload of geo-tagged and time-stamped training photographs, and unique participant ID mapping to monitor training participation and prevent duplicate or proxy attendance. 1Further, the utilization of funds under the RGSA Scheme is strictly governed by the Ministry of Finance guidelines through a robust financial monitoring framework. Funds are released and tracked in real time via the Public Financial Management System (PFMS) under the Single Nodal Agency (SNA/SNA-SPARSH) model, ensuring that further releases are made only after proper accounting of unspent balances. Additionally, the release of subsequent installments is contingent upon the submission of Utilization Certificates (UCs), audited accounts, and Quarterly/Annual Progress Reports (QPRs/APRs). (c) As per Article 243H of the Constitution of India, legislature of the State may, by law, authorize a Panchayat to levy, collect and appropriate such taxes, duties, tolls and fees in accordance with such procedure and subject to such limits and assign to the Panchayats such taxes, duties, tolls and fees levied and collected by the State Government for such purposes and subject to such conditions and limits as may be specified in the law. As such, this Ministry does not maintain or monitor the district-wise status of Own Source Revenue (OSR) mobilization by Gram Panchayats (GPs) in States, including the State of Andhra Pradesh. However, as reported by the State of Andhra Pradesh, the district-wise details of OSR generated from FY 2023-24 to 2025-26 is at Annexure-I. (d) Yes, Sir. To assess the effectiveness of RGSA capacity-building programmes and to propose corrective measures to strengthen Panchayati Raj Institutions, an external evaluation of the Revamped RGSA has been undertaken through the Institute of Rural Management, Anand (IRMA). In addition, NITI Aayog has commissioned an independent assessment of RGSA to provide complementary evidence on outcomes. The evaluations indicate that the scheme’s structured, multi-layered capacity-building, combining classroom/thematic modules, exposure visits, and digital learning, has enhanced PRI capacities in Panchayat operations, planning, and implementation (including GPDP), digital governance, citizen engagement, and financial management. Post-training assessments record measurable gains in knowledge and practice, supporting more effective local governance and the localisation of SDGs. (e) The Ministry of Panchayati Raj ensures the authenticity of geo-tagged monitoring of Gram Panchayat assets and infrastructure projects through the mActionSoft mobile application. The application allows only live, real-time photo capture and does not allow uploading of pre- existing gallery images. It automatically captures tamper-proof GPS coordinates and time stamps with each photograph and facilitates geo-tagging of assets at three stages of execution, namely before commencement, during progress, and upon completion.
