Re-enrolment of the School-age Children

Will the Minister of EDUCATION be pleased to state:
(a) whether any targeted interventions have been planned to re-enroll the 46,138
school-age children in Andhra Pradesh who remain out of school as per recent reports;
(b) whether the Government has evaluated the role of emerging technologies—such
as AI-based platforms—in enabling early identification of potential dropouts, if so, the
details thereof; and
(c) the details of funds allocated under Samagra Shiksha Abhiyan for dropout
mitigation, district-wise?

(a): Children above six years of age, who have not been admitted in any school or
though admitted could not complete their elementary education, are identified as Out
of School Children (OoSC), to enrol them to age-appropriate class of regular schools.
To ensure that such OoSC admitted to regular schools are integrated into the school
system, special training is provided in the form residential or non-residential courses,
as needed. Under the Centrally Sponsored Scheme ‘Samagra Shiksha’, financial
assistance, upto Rs.6000 per child per year for non-residential training and upto Rs.
20000 per child per year for residential training, is provided to States / UTs. At
Secondary level, for OoSC in 16-19 years age group and belonging to Socially &Economically Disadvantaged Groups (SEDG), financial assistance is available to
continue education through Open/Distance Learning mode, if it is not possible to
mainstream them into formal school. Financial assistance upto Rs. 2000/- per child
per grade per annum is provided for completing education through the Open School
System at Secondary/ Senior Secondary stage for registration, accessing course
material and certification.
The State Government of Andhra Pradesh has identified 47,543 OoSC for the
2025-26 Academic Year. Out of these 47543 OoSC, 8882 children have been enrolled
into regular schools / hostels, 2833 children have been identified for non-residential
special training, 11842 children have been identified for residential special training,
and 23986 children have been identified for the provision of course material and
certification under the Open School system.
(b): Technology based initiatives have been taken up to monitor and improve student
retention. As per information received from the State Government of Andhra Pradesh,
a data driven, multi-departmental approach has been adopted to ensure that all
children aged 5-18 are enrolled and retained in the education system. Through API
based integration, data from various departments is analyzed to accurately identify
Out of School Children. For instance, integration of data from Anganwadi centres helps
in identifying children who are never enrolled, especially in early age groups. Field
level functionaries use real-time dashboards for follow-up and need based
interventions.
(c): As per information received from the State Government of Andhra Pradesh,
District-wise details of funds allocated under Samagra Shiksha, for Out of School
Children, are given in Annexure-I.
