Recommendations of NEP 2020

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has any plans to implement the recommendations of NEP 2020
to achieve 100 per cent Gross Enrolment Ratio (GER) at the secondary level by 2030;
(b) if so, the details of the steps taken on these recommendations and their progress; and
(c) the details of the plans to achieve the targets?

(a) to (c): Paragraph 3.1 of the National Education Policy (NEP), 2020 States that “…It will
be a top priority to bring these children back into the educational fold as early as possible,
and to prevent further students from dropping out, with a goal to achieve 100% Gross
Enrolment Ratio in preschool to secondary level by 2030. A concerted national effort will be
made to ensure universal access and afford opportunity to all children of the country to
obtain quality holistic education–including vocational education - from pre-school to Grade
12.”

and sets an ambitious target for improving the Gross Enrolment Ratio (GER) at various levels
of education. In order to achieve this objective of the policy, concerted efforts are being made
in the various areas of School Education- Foundational Literacy and Numeracy, Efficient

sponsored schemes like Samagra Shiksha and various initiatives at the State and UT level.
The impact of these initiatives is evident in rising enrolment rates, declining dropout levels,
improved infrastructure, and better academic performance. The Gross Enrolment Ratio
(GER) has reached 93% at the primary level, 89.7% at the upper primary level, and 77.4% at
the secondary level.
The government and state initiatives also significantly expand educational access for
Socio-Economic Disadvantaged Groups. The Samagra Shiksha scheme significantly expands
educational access beyond traditional schooling by providing crucial residential facilities.
This includes Kasturba Gandhi Balika Vidyalaya (KGBV), Netaji Subhash Chandra Bose
