Reconstruction/Repair of School Buildings in Disaster-Prone Areas

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government is aware of reports indicating that over 290 Government Schools
in Dakshina Kannada have suffered infrastructure damage due to monsoon rains and
buildings are required urgent repairs;
(b) if so, the details of central assistance allocated under schemes such as Samagra Shiksha
Abhiyan for infrastructure up-gradation/repair in the district during the last two years;
(c) whether the Government proposes to introduce a fast-track mechanism for repair and
reconstruction of school building and other infrastructure in disaster-prone areas such as
coastal Karnataka; and
(d) if so, the details thereof and if not, the reasons therefor?

(a): As per information received from the State Government of Karnataka, many State
Government schools were damaged due to monsoon rains. In 2024-25, 240 school building
repair works were undertaken under natural disaster management fund by the district
administration and 312 school buildings under State Government funds.
(b): Under Samagra Shiksha Scheme, repair works are proposed by the State as per their
requirement and priority. As per PRABANDH Portal, 11 schools were approved for major
repairs for Dakshin Kannada district during 2023-24 and 2024-25.
(c)&(d): Samagra Shiksha Scheme provides flexibility to the States to prioritize
interventions. The Ministry of Education has also issued advisories from time to time
emphasizing preparedness and prompt restoration in disaster-affected areas. Further, the
Department of School Education & Literacy in coordination with the National Disaster
Management Authority (NDMA) has issued guidelines to promote disaster resilience in
