SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the status of short-term and long-term rectification of identified black spots on National Highways in Andhra Pradesh, district-wise; and (b) the steps taken to conduct periodic road safety audits and identify new accident-prone locations on National Highways in Andhra Pradesh? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) & (b) Certain continuous stretches on National Highways (NHs) have been identified qualifying the criteria of black spots i.e. locations with occurrence of certain number of accidents involving fatalities and grievous injuries. These stretches have been identified on real-time basis through AI based tools developed by Indian Institute of Technology (IIT), Kanpur. Based on the available accident data from Electronic Detailed Accident Report (e-DAR) for the period 2023–2025, 6,358 Black spot corridors have beenidentified. The district-wise list of the black corridors in the State of Andhra Pradesh is annexed. Rectification of black spots is a continuous process. Short-term measures for immediate rectification of black corridors include road markings, signages, crash barriers, road studs, delineators, closure of unauthorized median openings, traffic calming measures, highway lighting etc. Long-term measures for rectification of black corridors like improvement of road geometrics, junction improvements, spot widening of carriageway, construction of underpasses/overpasses, etc. are also taken as permanent rectification measures as per site requirement. Long term rectification works involve pre-construction activities such as land acquisition, forest clearance & utility shifting which takes significant time. Road Safety Audit is carried out for the independent assessment of newly constructed National Highways before opening them to public. All identified road safety issues, including those related to road signage and markings, are addressed before the road is opened to the public. Subsequently, during the operation of the project highway, assessment is carried out at regular intervals to identify safety issues that may have emerged during operation stage and any necessary remedial measures are taken in a time-bound manner. Besides this, accident data on all existing and new National Highways is monitored on a pan-India basis through the eDAR portal (electronic Detailed Accident Report), and accident spots are identified.
