RAJKUMAR SANGWAN: Will the Minister of RAILWAYS be pleased to state: (a) the number of railway stations redeveloped under the Amrit Bharat Station Scheme (ABSS) in Uttar Pradesh including the Baghpat Lok Sabha Constituency during the last three years and the current year along with the current status of ongoing works at various stations, year- wise; (b) the steps taken/being taken by the Government to provide better passenger amenities, universal accessibility, multi-modal integration, green infrastructure, digital facilities, advanced waiting rooms and improved traffic circulation; (c) the expected impact of these initiatives on passenger experience, regional connectivity and local economic development; and (d) the details of the funds sanctioned and the tentative timelines for the re-development of railway stations falling under the said Lok Sabha Constituency of Uttar Pradesh under the ABSS during the last three years and the current year, year-wise? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d) Development works at railway stations of Baghpat Lok Sabha Constituency in Uttar Pradesh are being carried out at a good pace, including the redevelopment of Modinagar stations under the Amrit Bharat Station Scheme. Significant progress has been achieved in improving § Page 1 of 9passenger amenities at the stations of Baghpat Lok Sabha Constituency, the details are as under: At Modinagar station, the development works have been completed which includes, improvement to the station building, improvement of circulating area, new 12 m wide foot over bridge, lifts, platform shelter, improvement of platform surface, installation of furniture in the new waiting hall & executive lounge, toilet, and amenities for Divyangjan. At Khekra station the work of platform raising, cover over foot over bridge and water booth have been completed. At Baghpat Road station the work of improvement of platform surface, cover over foot over bridge, water booth and overhead water tank have been completed. At Alawalpur Idrispur station the work of platform raising from rail level to high level, and platform shelter have been completed. At Baraut Station the work of cover on foot over bridge and water booth have been completed. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. This scheme involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes: Page 2 of 9● Improvement of access to station and circulating areas ● Integration of station with both sides of city ● Improvement of station building ● Improvement of waiting halls, toilets, sitting arrangement, water booths ● Provision of wider foot over bridge/subway to commensurate with passenger traffic ● Provision of lifts/escalators/ramps ● Improvement of platform surface/ provision of platform shelter ● Provision of kiosks for local products through schemes like ‘One Station One Product’ ● Parking development ● Amenities for Divyangjans ● Better passenger information systems ● Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Development of stations into city centres envisages enhanced economic activities at and around the stations apart from improved travel experience. So far, 1,340 stations have been identified for development under this scheme, out of which 157 stations, including Modinagar station of Baghpat Lok Sabha Constituency, are located in Uttar Pradesh. The work of 12 m wide foot over bridge has been taken up.  Kanpur Central station: The structural works of new station building, commercial building, electrical substation at city side and Cantonment side have been completed. The finishing works of new station building, commercial building, electrical substation at city and Cantonment side, structural work of air concourse, new platform Page 6 of 9shelters, improvement of platform surface and underground parking have been taken up.  Lucknow (Charbagh) NR station: The structural work of new station building at second entry has been completed. The finishing work of new station building, concourse,10 m wide foot over bridge, development of circulating area at second entry and improvement of circulating area at main entry have been taken up.  Nagina station: The works of new station building, improvement of platform surface, new platform shelter, improvement of circulating area, parking and new 12 m wide foot over bridge have been completed. The work of installation of lift has been taken up.  Prayagraj Junction station, The structural work of station building at Civil lines side, Railway Mail Service building, parcel building, two arrival blocks, 2 electric substations and improvement of surface parking have been completed. The finishing works of station building, Railway Mail Service building, parcel building and electrical substation, basement parking at city side, air concourse and new platform shelter have been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways including provision of passenger amenities like waiting room, Coach Indication Board, Train Indication Board, circulating area, parking, approach road etc., is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Page 7 of 9Indian Railways is committed to make its railway stations accessible for Persons with Disabilities (Divyangjans) and passengers with reduced mobility as part of “Sugamya Bharat Mission” or ‘Accessible India Campaign’ of Government of India. In compliance of the Rights of Persons with Disabilities Act, 2016, “Guidelines on accessibility of Indian Railway stations and facilities at stations for differently abled persons (Divyangjans) and passengers with reduced mobility” have been circulated and notified in the Gazette of India. The guidelines include provisions of facilities for Divyangjans and passengers with reduced mobility such as entrance ramps, accessible parking, low height ticket counter/help booths, toilets, drinking water booth, sub- ways/ foot over bridges with ramps/lifts, standard signages including Braille signages and tactile pathways for visual impairment, etc. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Development / Upgradation / Modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or state- wise. Uttar Pradesh is covered under the jurisdiction of five railway zones, Page 8 of 9namely, East Central Railway, North Central Railway, Northern Railway, North Eastern Railway and West Central Railway. For these zones, an allocation of ₹ 15,988 crore has been made over the last three financial years and current financial year, out of which an expenditure (up to June, 2026) of ₹ 12,126 crore has been incurred so far. ***** Page 9 of 9
