REFINERY IN BARMER DISTRICT
1091# SHRI MADAN RATHORE:
Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) whether it is a fact that the construction work on the refinery in Barmer district of Rajasthan has
commenced;
(b) the conditions on which the work relating to refinery in Barmer has been undertaken;
(c) the details of the MoUs signed between the State Government, the Central Government and
HPCL; and
(d) the number of employment generated and likely to be generated in the State of Rajasthan as a
result of the refinery, the details thereof?
ANSWER

(a) Yes.
(b) and (c) Hindustan Petroleum Corporation Limited (HPCL) has signed Memorandum of
Understanding (MoU) with Government of Rajasthan (GoR) for the HPCL Rajasthan Refinery
Limited (HRRL) project. As per the MoU, the project is a joint venture between HPCL and GoR
with stake of 74% and 26% respectively. GoR has allotted land to HRRL at Pachpadra for Refinery
complex and township and at Nachna for water reservoir and pumping station on lease basis
adjusted against the equity contribution of Government of Rajasthan. GOR will provide an interest
free loan of ₹1,123 Crore per annum for a continuous period of 15 years beginning from the year in
which the commercial production commences at the Refinery. This interest free loan of ₹1,123
Crore per annum is to be repaid by HRRL commencing from the 16th year after commercial
production commencement onwards and ending in the 30th year, free of any interest.
(d) The project, during its execution, has generated employment for approximately 35,000 contract
construction workers on daily basis at the peak of the construction activities. Further, HRRL has
also employed approximately 640 officers directly and 149 officers have been deployed by HPCL.
