5799. SHRI THIRU ARUN NEHRU :
Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) the total number of new companies registered in Tamil Nadu under the
Companies Act, 2013 during the Financial Year 2025-26 (April 2025 to March
2026), district-wise;
(b) the distribution of these registrations in the said State, sector-wise,
including start-ups in emerging areas such as IT, biotechnology, agritech,
manufacturing, renewable energy and services; and
(c) whether the Government maintains data on start-ups specifically
recognised under the Start-up India initiative that were registered in Tamil
Nadu during FY 2025-26 and if so, the details thereof, district-wise, including
benefits availed by them?

(a) & (b) : 16,122 new companies have been incorporated in Tamil Nadu under
the Companies Act, 2013 during the Financial Year 2025-26 (April 2025 to
15TH March 2026). The district-wise and sector-wise distribution of these
companies is at annexure A.
(c) : Yes, 2,809 entities were recognised as startups in Tamil Nadu during FY
2025–26 (as on 31st Jan 2026). The district-wise number of recognised
startups is placed at Annexure B.
Under Startup India initiative, the Government is implementing three flagship
Schemes, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme
(SISFS), and Credit Guarantee Scheme for Startups (CGSS) to provide fundingopportunities and support startups across sectors at various stages of their
business cycle.
FFS has been established to catalyze venture capital investments and is
operationalized by Small Industries Development Bank of India (SIDBI), which
provides capital to Securities and Exchange Board of India (SEBI)-registered
Alternative Investment Funds (AIFs) which in turn invest in startups. Rs. 15.5
crore have been invested in 3 startups from the State of Tamil Nadu in
Financial Year 2025-26 as on 31st January 2026.
SISFS provides financial assistance to seed stage startups through
incubators. SISFS is implemented from 1st April 2021. Rs. 8.19 crore have
been approved to 63 startups from the State of Tamil Nadu in Financial Year
2025-26 as on 31st January 2026.
CGSS is implemented for enabling debt funding to startups through eligible
financial institutions. CGSS is operationalized by the National Credit
Guarantee Trustee Company (NCGTC) Limited and has been operationalized
from 1st April 2023. 5 loans amounting to around Rs 3.95 crore have been
guaranteed to startup borrower from Tamil Nadu in Financial Year 2025-26
as on 31st January 2026.
