REGISTERED NEW STARTUPS/MSMES/INDUSTRIAL UNITS

Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री
(a) the number of new Startups/MSMEs/Industrial Units registered during the last five years, State-wise;
(b) the total number of direct employment opportunities generated through the startups/MSMEs/Industrial Units during the same period;
(c) the details of funds allocated and disbursed under major schemes of the Ministry aimed at promoting startups and MSMEs, State-wise; and
(d) the number of Industries, MSMEs or registered companies that have shut down or migrated, particularly from West Bengal during the last five years? (a) & (b): Startup India initiative was launched on 16th January 2016, with an intent to build a strong ecosystem for nurturing innovation, startups and encouraging investments in the startup ecosystem of the country.
In the last five years, viz. 2021, 2022, 2023, 2024 and 2025, 1,65,443 entities have been recognised as startups by the Department for Promotion of Industry and Internal Trade (DPIIT). The State/Union Territory (UT)-wise details of entities recognised as startups during the last five years are placed as Annexure-I. Such entities recognised as startups by DPIIT have created over
16.9 lakh direct jobs in the last five years viz. 2021, 2022, 2023, 2024 and 2025.
The subject of Industries is primarily under the domain of State Governments.
The Government maintains the data in respect of Micro, Small and Medium Enterprises (MSMEs). As per the Ministry of Micro, Small & Medium Enterprises
(MSMEs), it launched the Udyam Registration Portal (URP) on 01.07.2020 to facilitate ease of registration for MSMEs. This is voluntary, online and based on self-declaration. As per data available on the Udyam Portal, since its inception till 15.03.2026, more than 7.92 crore MSMEs including Informal MicroEnterprises (IMEs) are registered and have reported an employment of more than 34.98 crore. The State/UT-wise details of MSMEs registrations are placed as Annexure-II.
(c): Under the Startup India initiative, the Government is implementing flagship Schemes such as Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS) and Credit Guarantee Scheme for Startups (CGSS) to support startups across categories at various stages of their business cycle.
FFS has been established to catalyze venture capital investments and is operationalized by Small Industries Development Bank of India (SIDBI), which provides capital to Securities and Exchange Board of India (SEBI)-registered Alternative Investment Funds (AIFs) which in turn invest in startups. As on 31st January 2026, Rs. 12,362.70 crore has been committed (gross commitments) and Rs. 6,829.47 crore has been disbursed to/drawdown by AIFs supported under the Scheme. The State/UT-wise gross amount committed and disbursed to AIFs is placed as Annexure-III.
SISFS provides financial assistance to seed stage startups through incubators.
SISFS is implemented from 1st April 2021. As on 31st January 2026, Rs. 945 crore has been approved and Rs. 575 crore has been disbursed to incubators selected under the Scheme. The State/UT-wise amount approved and disbursed to incubators is placed Annexure-IV.
CGSS is implemented for enabling debt funding to startups through eligible financial institutions. CGSS is operationalized by the National Credit Guarantee Trustee Company (NCGTC) Limited and has been operationalized from 1st April 2023. As on 31st January 2026, loans amounting to Rs. 925.90 crore have been guaranteed for startup borrowers under the Scheme. The State/UT-wise amount of loans guaranteed to startup borrowers is placed as Annexure-V.
In order to strengthen and extend financial support to MSMEs, the Ministry of MSME has implemented various schemes, which inter alia, include Credit Guarantee Scheme (CGS) for Micro and Small Enterprises (MSEs), Self Reliant India (SRI) Fund, Prime Minister’s Employment Generation Programme
(PMEGP), etc. The details of credit support under these schemes are at Annexure-VI.
The primary responsibility for developing the industrial sector rests with the State Governments, which adopt different policy measures to promote industrial development. The Central Government supplements the efforts of the States/UTs through various schemes, programmes and policy initiatives for promoting the growth and competitiveness of industries including Micro, Small and Medium Enterprises (MSMEs). In addition to ongoing schemes of various Departments and Ministries, the Central Government has taken various steps, such as Make in India, Startup India, PM Gati Shakti, National Infrastructure Pipeline (NIP), National Industrial Corridor Programme, Production Linked Incentive Scheme (PLI), promoting Ease of Doing Business (EoDB) and reducing compliance burden, National Single Window System (NSWS), India Industrial Land Bank (IILB), reforms in Foreign Direct Investment (FDI), ProjectMonitoring Group (PMG) etc. which facilitates setting up of major infrastructure projects across the country.
(d): As on 31st January 2026, a total of 2,12,283 entities have been recognised as startups by the Department for Promotion of Industry and Internal Trade. 6,789 recognised startups are categorized as closed (i.e., dissolved/struck-off), as per the Ministry of Corporate Affairs (MCA). Particularly in the State of West Bengal, 6,952 entities have been recognized as startups and 244 recognised startups are categorized as closed (i.e., dissolved/struck-off), as per the MCA.
Further as per the Udyam Registration Portal, since 01.07.2020, 1.37 lakh Micro Small and Medium Enterprises (MSMEs) have closed/shut down. The number of MSMEs shut down (1.37 lakh) as a proportion of the registered MSMEs of 7.92 crore during the same period is 0.17 %. Particularly in the State of West Bengal, 53,64,966 MSME have been registered as of 15.03.2026, and 16,696 MSMEs closed/shut down during the period.
Further, as reported by the Ministry of Corporate Affairs, between 2020-2021 and 2024-2025, 97,415 and 91,880 companies have been struck off under
