D RAVI KUMAR: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)whether the Government is aware that the unorganised sector workers continue to face low wages and limited social security coverage, while e-Shram registrations crossed 29 crore by 2025 and many workers still remain outside the benefits of Employees' State Insurance Corporation (ESIC) and Employees' Provident Fund Organisation (EPFO); (b)if so, the details thereof; (c)the details of steps taken/being taken by the Government during the last three years and the current year to expand registration on e-Shram Portal, rectify Aadhaar and demographic mismatches and ensure inter-State portability of benefits for migrant workers; (d)whether the Government has reviewed the delay in implementation of the four Labour Codes, especially the Code on Social Security and its implications for gig, platform and construction workers and if so, the details thereof; and (e)the details of the funds released and beneficiaries covered under PM-Shram Yogi Maandhan Yojana, National Pension Scheme for Traders and other social security schemes during the last two years and the current year, year and scheme-wise? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (e): The Ministry of Labour and Employment launched eShram portal (eshram.gov.in) on 26th August, 2021 for creation of a comprehensive National Database of Unorganised Workers (NDUW) including platform workers, migrant workers etc. The eShram portal registers the unorganised workers including gig and platform workers and provides them a Universal Account Number (UAN) on a self- declaration basis. Contd..2/-:: 2 :: As on 18th March 2026, over 31.57 crore unorganised workers have already been registered on eShram portal. To enhance registrations under the eShram initiative and ensure wider coverage of unorganised workers including the youth and women, the Government has adopted a comprehensive strategy. In addition to enabling self-registration through the web portal and mobile application, assisted registration modes have been introduced via Common Service Centres (CSCs), State Sewa Kendras (SSKs), and the UMANG platform to facilitate easy access for workers. The Ministry of Labour and Employment is conducting targeted awareness campaigns comprising registration drives, community outreach programs and locally tailored communication efforts. To further strengthen outreach, the Ministry leverages social media channels to disseminate videos, tutorials, and other informative content, making the initiative more accessible and engaging. Under the provisions of the Minimum Wages Act, 1948, both the Central and the State Governments were appropriate Governments to fix, review and revise the minimum wages of the employees employed in the scheduled employments under their respective jurisdictions. The provisions of the Minimum Wages Act, 1948, have now been subsumed under the Code on Wages, 2019 with an aim to universalize the applicability of minimum wages across all employments and to fix, review and revise the minimum rates of wages. The Central Government has implemented the four Labour Codes viz; the Code on Wages, 2019, the Code on Social Security, 2020, the Industrial Relations Code, 2020 and the Occupational Safety, Health and Working Conditions Code, 2020 across the country, with effect from 21.11.2025. The four Labour Codes provide universalization of minimum wages, social security benefits to all workers including unorganised workers, Gig and Platform workers, formalization through appointment letters. The details of fund released and the number of beneficiaries registered under Pradhan Mantri Shram Yogi Maandhan (PM-SYM) and National Pension Scheme for Traders and Self- employed persons (NPS-Traders) schemes during the last two years and the current year is annexed. * *****Annexure Annexure referred to in reply to part (a) to (e) of Lok Sabha Unstarred Question no. 5058 for 23.03.2026.
