Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a) the details of the number of unorganised and gig workers
registered on the e-Shram portal during the years 2023, 2024 and
2025 in Himachal Pradesh particularly in the Shimla Lok Sabha
constituency;
(b) the details of the number of workers linked to social security
schemes such as Employees State Insurance (ESI), Employee
Provident Fund (EPF), PM-Shram Yogi Maandhan, etc. out of the
said workers;
(c) the details of the number of facilitation/assistance centres
operational for e-Shram registration in the said Constituency; and
(d) whether any specific action plan is proposed in the coming period
to increase registrations and ensure effective delivery of benefits,
if so, the details thereof?

(a) to (d): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.
As on 3rd February 2026, over 31.50 crore unorganised
workers have already registered on eShram portal including over
20.16 lakh unorganised workers in the state of Himachal Pradesh.

Years-wise details of the number of unorganised workers
and platform based gig workers registered on the eShram portal in
Himachal Pradesh including Shimla Lok Sabha constituency are at
annexure-I and annexure-II.
As per the guidelines for registration of unorganised
worker on eShram portal, the worker should not be a member of
Employees State Insurance (ESI) and Employee Provident Fund (EPF).
The details of the registered unorganised workers under eShram who
have benefited from various welfare schemes is at annexure- III.
To enhance registrations under the eShram initiative and
ensure wider coverage of unorganised workers across the country
including migrant workers and women workers, the Government has
adopted a comprehensive strategy. In addition to enabling self-
registration through the web portal and mobile application, assisted
registration modes have been introduced via Common Service
Centres (CSCs), State Seva Kendras (SSKs), and the UMANG platform
to facilitate easy access for workers. The Ministry of Labour and
Employment is conducting targeted awareness campaigns
comprising registration drives, community outreach programs and
locally tailored communication efforts. To strengthen outreach, the
Ministry leverages social media channels to disseminate videos,
tutorials, and other informative content, making the initiative more
accessible and engaging.
To further enhance the availability and accessibility of
eShram and its associated services to unorganised workers, the
Ministry of Labour and Employment officially launched the eShram
mobile application on 24th February 2025. This application facilitates
real-time access to welfare schemes integrated with the eShram
platform, thereby significantly strengthening both accessibility and
user convenience.
