(a) whether the Government has received any proposals for conducting regular camps to
distribute assistive devices to Divyangjan in Tamil Nadu and Telengana, if so, the action taken
thereon, State-wise;
(b) the number of assistive device distribution camps have been held in Tamil Nadu over the
last five years, and what is the district-wise breakup particularly Kanniyakumari;
(c) the total amount of funds has been allocated, released, and utilized under scheme such as
ADIP for the distribution of assistive devices to Divyangjan during the last three years, State-
wise including Tamil Nadu and Telangana;
(d) whether the Government proposes to ensure equitable and regular access to assistive
devices such as wheelchairs, hearing aids, smart canes prosthetic limbs and Braille kits for
Divyangjan in rural and underserved districts of Tamil Nadu and Telangana; and
(e) the role of District Collectors and Public representatives play in organizing these camps,
and will the Government issue formal guidelines to Strengthen local coordination and ensure
regular implementation, if so, the details thereof?

(a) No proposals have been received from the state governments of Tamil Nadu and Telangana
for organizing regular camps under the Assistance to Persons with Disabilities for
Purchase/Fitting of Aids/Appliances (ADIP Scheme). However, Artificial Limbs Manufacturing
Corporation of India (ALIMCO), a CPSE under the administrative control of the Department, the
major implementing agency under ADIP Scheme and regularly organizes camps throughout thecountry including in the states of Tamil Nadu and Telangana over the last three years whose
details are as follows:

(b) The number of assistive device distribution camps held in Tamil Nadu in the last 05 years
data, district-wise, including district of Kanniyakumari, under the ADIP Scheme, is provided at
Annexure-I.
(c) The ADIP Scheme, being a Central Sector Scheme, has no state-wise allocation. However,
the state-wise funds utilized under the ADIP Scheme in the last 03 years are provided at
Annexure-II.
(d) The Department is implementing the Scheme of ‘Assistance to Persons with Disabilities for
Purchase/Fitting of Aids and Appliances (ADIP)’ under which funds are released to various
Implementing Agencies to assist the eligible persons with disabilities in procuring durable,
sophisticated and scientifically manufactured, modern, standard aids and appliances such as
wheelchairs, hearing aids, smart canes prosthetic limbs and Braille kits that can promote their
physical, social and psychological rehabilitation by reducing the effects of disabilities and
enhancing their economic potential throughout the country including the rural and underserved
districts of Tamil Nadu and Telangana.
Department in collaboration with Department of School, Education and Literacy, Ministry of
Education is implementing the ADIP Scheme in convergence with Samagra Shiksha Abhiyan
(SSA) for distribution of Aids/ Appliances to Children with Special Needs (CWSN).Under the
provision of ADIP SSA (Samagra Shiksha Abhiyan) various types of aids and assistive devices
like Teaching Learning Material including Braille Kits are distributed to school going students.
(e) The camps under the ADIP Scheme are organized in complete coordination with district
administration through ALIMCO. At the time of organizing camps under the ADIP Scheme,
letters are issued to the local district administration requesting for necessary support to ALIMCO
for conducting the camps and for the identification of beneficiaries. Further, directions are issued
for the involvement of local public representatives in the camps, as per the Department of
Personnel and Training Office Memorandum No. 11013/4-2011-Estt.(A) dated 01.12.2011.
