REJUVENATION OF TRADITIONAL WATER BODIES

Will the Minister of JAL SHAKTI be pleased to state:
(a) whether it is a fact that the conservation and rejuvenation of traditional water sources like drains,
naulas and bawadis (stepwells) is being carried out under the Central schemes in Uttarakhand and
Rajasthan;
(b) if so, the details of major projects being implemented/traditional water bodies rejuvenated during
the last three years in Uttarakhand and district-wise in Rajasthan;
(c) whether the Government proposes to provide additional financial assistance to Uttarakhand for de-
silting and conservation of reservoirs and if so, the details thereof; and
(d) the details of the budget allocated and the expenditure incurred for this purpose in Uttarakhand and
Rajasthan during the financial year 2025-26?

(a) to (d) Water being a state subject, the aspects related to water resources including its conservation
are studied, planned, funded and executed by the State Governments themselves as per their own
resources and priorities. The Central Government supplements the measures and efforts being taken up
by the State Governments.
In 2015-16, Pradhan Mantri Krishi Sinchai Yojana (PMKSY) was launched with an aim to enhance
physical access of water on farm and expand cultivable area under assured irrigation, improve on farm-
water use efficiency, introduce sustainable water conservation practices etc. Central Assistance is
provided for Minor irrigation schemes and Repair, Renovation and Restoration (RRR) of Water Bodies
under Har Khet Ko Pani (HKKP) component of PMKSY. Works related to desilting of water bodies are
covered under RRR of Water Bodies.
A total of 422 Surface Minor Irrigation (SMI) schemes having an estimated cost of Rs. 349.36
crore in Uttarakhand and 121 Water Bodies having an estimated cos of Rs. 160.57 crore in Rajasthan are
presently under implementation under PMKSY-HKKP. During the current financial year, the
Government of India has issued Mother Sanctions amounting to Rs. 48.00 crore and Rs. 78.60 crore to
1Rajasthan and Uttarakhand, respectively. Out of this, the Government of Rajasthan and the Government
of Uttarakhand have utilised Rs. 43.50 crore and Rs. 48.68 crore, respectively, for implementation of
these schemes/water bodies.
Further, Government of India is also implementing Watershed Development Component of Pradhan
Mantri Krishi Sinchayee Yojana (WDC-PMKSY) which, inter alia, include ridge area treatment,
drainage line treatment, soil and moisture conservation, rainwater harvesting, spring-shed development,
etc. Total 1220 watershed projects covering an area of 52.95 lakh ha have been sanctioned to States/UTs
during 2021-26 under PMKSY, including 159 projects in an area of 8.24 lakh ha in Rajasthan and 15
projects in an area of 0.84 lakh ha in Uttarakhand, respectively. Central Assistance amounting to Rs.
291.27 crore and Rs. 12.04 crore have been released to Rajasthan and Uttarakhand, respectively during
the financial year 2025-26.
In addition, Government of India has been implementing Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGS) across the country which inter-alia includes water
conservation and water harvesting structures. 2,037 traditional water bodies across all the 13 districts of
Uttarakhand and 19,837 traditional water bodies across 33 districts of Rajasthan have been renovated
during the last three years under MGNREGS. An expenditure of Rs. 5.26 crore for rejuvenation of 449
water bodies in Uttarakhand and Rs. 399.11 crore for rejuvenation of 3,462 water bodies in Rajasthan
has been incurred during the financial year 2025-26 under MGNREGS.
Further, under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) being
implemented since October 2021, rejuvenation of water bodies and wells is one of the major
components. Under AMRUT 2.0, five (05) water body rejuvenation projects worth Rs. 9.79 crore of
Uttarakhand, and 128 water body rejuvenation projects worth Rs. 489.80 crore of Rajasthan have been
approved. State/Urban Local Body (ULB)-wise and district-wise details of projects approved under
AMRUT 2.0, including water body rejuvenation projects, are available on the website of the Ministry of
Housing and Urban Affairs (https://amrut.mohua.gov.in/approvedProjects/state).
The district-wise details of the water bodies being implemented under PMKSY-HKKP and water
bodies rejuvenated under MGNREGS during the last three years in Rajasthan are placed at Annexure.
