Parliament Question: Release of Central Funds under NHM in Kerala

Willthe Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate:

(a) whether there has been any delay in the release of Central funds to the State of Kerala under the National HealthMission (NHM);

(b) if so, the detailsthereofincludingthe reasons for the delay inthe release of such funds;

(c)the amount of Central funds allocatedandutilized overthe last four yearsinKerala;

(d) the detailsof the Stateshare underthe said scheme overthe last four yearsinthe said State;

(e) the details of the projects proposed in the Programme Implementation Plan (PIP) and approved for Wayanad Lok Sabha Constituency since 2019, including the amount of funds released and utilizedfor the same; and

(f) whether any initiatives are being taken to strengthen healthcare infrastructure in aspirational districts of the StateespeciallyWayanad, if so, the detailsthereof? ANSWER THE MINISTER OFSTATE INTHE MINISTRYOFHEALTHAND FAMILY WELFARE

(a) to (f): Under the National Health Mission, technical and financial support is provided to the States/UTs including the State of Kerala for strengthening the healthcare systems, based on the proposals received from the States/UTs in their Annual Programme Implementation Plan (PIP) and subject tothe availableresources.

Release of funds under NHM is subject to compliance by States/UTs of the guidelines prescribed in this regard by Department of Expenditure, Ministry of Finance. Upon compliance of the DoE guidelines, funds are released/ have since beenreleased.

Note:

2. Expenditure includes expenditure against Central Release, State release & unspent balances at the beginning of the year.

ExpenditureisasperFMRssubmittedbyStates/UTsandisprovisional.

As per Department of Expenditure, Ministry of Finance D.O. No. 32/PSO/FS/2015 dated 28th October, 2015 the funding will be shared 60:40betweenthe Centre andthe Stateof Kerala.

Further, Public Healthisa Statesubject andthe responsibility of deliveryof healthcare services tothe public lies with State Government. However, under NHM, funds are released to States/UTs including the State of Kerala under flexible pool on a lump sum basis to provide greater flexibility to States/UTs to utilize the funds as per their felt need and priorities. Under National Health Mission activities for strengthening for Healthcare infrastructure activities including renovation works for upgradation of 54 Sub-health Centres into Health and Wellness Centres have been completed (Phase-I), 36 have been completed (Phase-II) and 40 have been completed in Phase-III in Wayanad District for seamless health care service delivery to the beneficiaries.
