States/UTs including the State of Kerala for strengthening the healthcare systems, based on the
proposals received from the States/UTs in their Annual Programme Implementation Plan (PIP) and
subject tothe availableresources.
Release of funds under NHM is subject to compliance by States/UTs of the guidelines prescribed in
this regard by Department of Expenditure, Ministry of Finance. Upon compliance of the DoE
guidelines, funds are released/ have since beenreleased.

As per Department of Expenditure, Ministry of Finance D.O. No. 32/PSO/FS/2015 dated 28th
October, 2015 the funding will be shared 60:40betweenthe Centre andthe Stateof Kerala.
Further, Public Healthisa Statesubject andthe responsibility of deliveryof healthcare services tothe
public lies with State Government. However, under NHM, funds are released to States/UTs including
the State of Kerala under flexible pool on a lump sum basis to provide greater flexibility to
States/UTs to utilize the funds as per their felt need and priorities. Approvals granted to each State is

Under National Health Mission activities for strengthening for Healthcare infrastructure activities
including renovation works for upgradation of 54 Sub-health Centres into Health and Wellness

beneficiaries.
