Shri Murasoli S: Will the Minister of FINANCE be pleased to state: a) whether the Government is aware that inadequate and delayed release of funds under various Centrally Sponsored and Central Sector Schemes have adversely affected development works and social-welfare initiatives in several States, across the country; b) if so, the details thereof; state-wise including Tamil Nadu; and c) the total amount of funds released and pending under major Centrally Sponsored and Central Sector Schemes during the last five years, State-wise including Tamil Nadu? ANSWER THE MINISTER OF STATE FOR FINANCE (SHRI PANKAJ CHAUDHARY) (a), (b) & (c): The funds to State Governments under the Centrally Sponsored Schemes (CSS) are released by the concerned Ministries/Departments as per the scheme guidelines, demand from State, submission of Utilization Certificates of the funds released earlier and contribution of commensurate State Share.
