Relief Funds allocated to States affected by Natural Disasters
1586. Shri Gurmeet Singh Meet Hayer:
Will the Minister of FINANCE be pleased to state:
(a) whether the Government has data of the relief funds allocated to States affected by floods,
landslides or other natural disasters during the last three years, if so, the details of amounts
released indicating the dates of such releases and the names of the recipient States; and
(b) whether the Government has details of the funds requested by each State during the said
period as compared with the funds actually sanctioned, including cases where requests were
denied or kept abeyance and if so, the details thereof?

(a) and (b): Based on the recommendations of the Ministry of Home Affairs (MHA), the
Ministry of Finance has released a total amount of Rs 77,089.05 crore during the last three
years i.e. from the financial year 2022-23 to 2024-25 to States as Central share of the State
Disaster Response Fund (SDRF), Central share of State Disaster Mitigation Fund (SDMF),
Additional Central Assistance from National Disaster Response Fund (NDRF) and Assistance
from National Disaster Mitigation Fund. Year-wise and State-wise details of releases are given
in Annexure-I.
As per the National Disaster Management Policy, the primary responsibility for disaster
management, including assessment of the preliminary losses caused by a natural calamity, rests
with the State Governments concerned. The State Governments provide financial relief to the
affected people in the wake of natural calamities from the SDRF already placed at their
disposal, in accordance with approved items and norms of the Government of India. The
Central Government supplements the efforts of the State Governments and provides requisite
logistics and financial support. As per laid down procedure, additional financial assistance is
provided from NDRF in case of disaster of ‘severe nature’, which includes an assessment
based on the visit of an Inter-Ministerial Central Team (IMCT) and approval of funds by the
High Level Committee based on appraisal of damages.
