Parliament Question: Replacement of Boats and Trawlers

Km. Sudha R : Will the Minister of Fisheries, Animal Husbandry and Dairying be pleased to state: (a) whether the replacement of boats and trawlers are replaced by the Government under Pradhan Mantri Matsya Sampada Yojana (PMMSY) that are either damaged or captured by Sri Lankan authorities, if so, the number of boats and trawlers replaced; (b) the number of fish retail markets and fish kiosks created in Tamil Nadu under the PMMSY including Lok Sabha Constituency Mayiladuthurai; (c) the number of fishers' families those received livelihood and nutritional support during fishing ban/lean period since 2020, State-wise; (d) the number of fish feed mill/plants created under the PMMSY, State-wise; and (e) the number of Replacement boats provided to fishermen under the scheme, State- wise? ANSWER MINISTER OF STATE FOR FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI GEORGE KURAIN) (a) : The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India with effect from the FY2020-21 has been implementing a flagship scheme “Pradhan Mantri Matsya Sampada Yojana (PMMSY)” with an investment of ₹20,050 crore in all States and Union Territories including in the State of Tamil Nadu. The PMMSY inter-alia provides support for acquisition of Deep-sea fishing vessels for traditional fishermen and procurement of boats (replacement) and nets for traditional fishermen. The Department of Fisheries, Government of India during the last five years (FY 2020-21 to FY 2024-25) has accorded approvals to the proposals of Government of Tamil Nadu for acquisition of 50 deep sea fishing vessels at a total cost of Rs 60 crore with central share of Rs 17.28 crore and providing 500 boats (replacement) and nets for traditional fishermen at a total investment of Rs 25 crore. The selection of beneficiaries for providing benefits under PMMSY is done by the respective State Governments and Union Territories(UTs) and the PMMSY does not restrict providing deep sea fishing vessels to the fishermen whose boats have been captured by Sri Lanka authorities.The Government of Tamil Nadu has been advised in the past to accord priority for providing deep sea fishing vessels to the fishermen whose boats have been impounded and apprehended by the Sri Lanka authorities. (b): The Department of Fisheries, Government of India (DoF, GoI) has also accorded approval to the proposals of Government of Tamil Nadu for construction of three retail fish markets at a cost of Rs 3 crore and establishment of 55 fish kiosks at a cost of Rs 5.50 crore in the State. The Government of Tamil Nadu has reported that a total of 34 kiosk comprising 13 units during 2020-21 and 21 kiosks during FY2021-22 has been established in the State and no fish kiosk has been established in the Mayiladuthurai Constituency. (c): The PMMSY inter-alia provides livelihood and nutritional support for socio- economically backward active traditional fisher’s families for conservation of fish resources during fishing ban/lean period implemented annually. This activity has been implemented in association with the State Governments and UTs and the Governmental assistance is shared between the central and states in the ratio of 50:50 for general States, 80:20 for North Eastern States and Himalayan States while 100% for UTs. The Department of Fisheries, Government of India during the last five years (FY2020-21 to FY 2024-25) has accorded approvals to the proposals of various State Governments/UTs for proving livelihood and nutritional support to a total 29,89,567 (average 5.95 lakh annually) fishers at a total investment of Rs.1388.36 crore with central share of Rs.492.39 crore. State/UT- wise details of the fishers covered under this activity are furnished at Annexure-I. (d) and (e) : The Pradhan Mantri Matsya Sampada Yojana (PMMSY) inter-alia provides support for establishment of fish feed mills/plants and providing boats (replacement) and nets for traditional fishermen. The project proposals of various State Governments/UTs for establishment of a total 1114 fish feed mills/plants at a total cost of Rs.802.46 crore and providing a total of 6818 boats (replacement) and nets to traditional fishermen at a cost Rs. 255.91 crore have been approved during last five years (FY2020-21 to FY 2024-25) under the PMMSY.
