SHRI ISHA KHAN CHOUDHURY: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government earlier reply confirming financial sanction of hundred crore under hundred percent Railway funding for the Railway Overbridge (ROB) at Khalitpur in lieu of LC Gate No. 49/SPL at Kaliachak to Mothabari block road, Malda, construction has not yet commenced and if so, the details thereof including the timeline; and (b) whether the “Special Class” ROB (TVU more than 4 Lakhs) at Samsi, Ratua 1 Block Level Crossing No. 101, sanctioned in the Railway Budget 2011-12 and the foundation stone was laid in 2013 is still pending and if so, the details thereof including the reasons therefor and the timeline fixed for commencement and completion of Railway Overbridge? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) & (b): Sanctioning of works of Road over Bridge (ROB)/Road under Bridge (RUB) in lieu of Level crossings (LCs) is a continuous and dynamic process of Indian Railway. Such works are prioritised and taken up on the basis of their impact on safety in train operations, mobility of trains & impact for road users and feasibility etc. No. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 viz-a-viz 2014-26 (Upto May’26) is as under: § Page 1 of 3Period ROBs/ RUBs constructed 2004-14 4,148 Nos. 2014-26 (Upto May’26) 14,451 Nos. (547 Nos. in the State of West Bengal) As on 01.06.2026, 4,993 Nos. ROBs/RUBs works are sanctioned at a cost of approx.₹ 1,17,492 Cr on Indian Railways including 363 Nos. ROBs/ RUBs works at a cost of approx. ₹ 8,060 Cr in the state of West Bengal which are at various stages of planning and execution. The work for construction of ROB in lieu of LC No. 49/Spl between Khaltipur and Chamagram stations in Malda Division has been sanctioned on railway cost at a cost of ₹ 40 Cr approx. The work for Preparation of General Arrangement Drawing (GAD) has been taken up. The work for construction of a Road Over Bridge (ROB) in lieu of Level Crossing (LC) No. NC-101 at Km 198/8-9 on the New Jalpaigudi–Malda Town section of Katihar Division was sanctioned during 2012-13 on a cost- sharing basis. The work was held up due to non-completion of land acquisition by State Govt. Subsequently, looking at the public interest, the work has been taken up at Railway cost. The work of General Arrangement Drawing (GAD) has been taken up. Completion & commissioning of ROB/RUB works depends on various factors like cooperation of State Governments in giving consent for closure of LC, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, Page 2 of 3duration of working season in a year for the particular project / area due to climatic conditions etc. All these factors affect the completion time of the projects / works. ***** Page 3 of 3
