REVENUE COLLECTED BY GRAM PANCHAYATS
*334. SHRI TANGELLA UDAY SRINIVAS:
Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) whether the Government has undertaken any assessment or examined any independent
findings indicating that the SVAMITVA Scheme, under which Property Cards have been issued
for a large number of rural properties, has significant potential to enhance the own-source
revenue and property tax collection of Gram Panchayats, if so, the details thereof;
(b) the details of the own-source revenue collected by Gram Panchayats, including the amount
collected through property tax, during the last five years, State/UT-wise;
(c) the details of the number of villages surveyed, Property Cards issued, and Gram Panchayats
that have utilised SVAMITVA records for the assessment and collection of property tax,
State/UT-wise;
(d) whether the Government has issued any guidelines for the integration of SVAMITVA
records with the property tax administration of Gram Panchayats and, if so, the details thereof;
and
(e) whether the Government has any proposal to expand the use of SVAMITVA data for
strengthening the own-source revenue of Gram Panchayats and, if so, the details thereof?

NO. 334 TO BE ANSWERED ON 11.08.2026 REGARDING REVENUE COLLECTED
BY GRAM PANCHAYATS
(a) The main objective of the SVAMITVA Scheme is to provide Record of Rights to property
owners in rural inhabited areas. Under the Scheme, rural inhabited land is demarcated using
drone survey and Continuously Operating Reference Stations (CORS) technology to create high
accuracy maps of abadi areas of villages. These highly accurate maps help reduce property-
related disputes by clearly demarcating property boundaries and creating Record of Rights. The
Scheme provides for ground verification and resolution of objections/disputes by the competent
State authorities before issuance of Property Cards, ensuring transparency and fair demarcation
of properties.
The Ministry of Panchayati Raj has conducted an impact evaluation of the Scheme through IIM
Ahmedabad to assess the impact on bank loan uptake. The study found substantial increase in
bank loan amounts availed against property cards issued under the SVAMITVA scheme. As on
date, as per information available with the ministry, 11,147 loans worth Rs 1,713 Crore have
been disbursed based on SVAMITVA property cards (State wise details at Annexure-I). This
Ministry has not conducted any study on the impacts of SVAMITVA scheme on Panchayat’s
own sources of revenue or Gram Panchayat’s property tax, as it is a State subject on which
decisions are to be taken by the State Governments.
(b) In accordance with Article 243H of the Constitution of India, the Legislature of a State may,
by law, authorize a Panchayat to levy, collect, and appropriate taxes, duties, tolls, fees, etc.
As per the Seventh Schedule of the Constitution of India, Panchayat being "local government" is
a State subject and therefore, the Ministry does not maintain data regarding the own sources of
revenue (OSR) and property tax of Panchayats.
(c) As on date, under the SVAMITVA Scheme, drone survey has been completed in 3.30 lakh
villages out of 3.38 lakh villages across the country. Further, 3.24 crore Property Cards have
been prepared for 1.97 lakh villages, out of which about 2.72 crore Property Cards have been
distributed to the property owners. State/UT-wise details are at Annexure-II. The Ministry does
not maintain data on the number of Gram Panchayats that have utilised SVAMITVA records for
assessment and collection of property tax, as assessment and collection of property tax are
functions of the respective State Governments and Gram Panchayats.
(d) and (e) ‘Local Government’ being a State subject, this Ministry has not issued any guidelines
for the integration of SVAMITVA records with the property tax administration of Gram
Panchayats. Further, the Ministry has no separate proposal to expand the use of SVAMITVA
data for strengthening the own-source revenue of Gram Panchayats. However, the geospatial
data and property records prepared under the SVAMITVA scheme can be utilized at the level of
the respective State Governments and Gram Panchayats to strengthen their revenue sources.
