REVEW OF SCHEMES FOR PROMOTION OF DOMESTIC MANUFACTURING OF
ELECTRIC VEHICLES
3277. SMT. MAYA NAROLIYA:
Will the Minister of Heavy Industries be pleased to state:
(a) whether Government has reviewed the schemes implemented to promote domestic
manufacturing of electric vehicles and related components, if so, the details thereof;
(b) the extent to which dependence on imports of critical components such as batteries and
power electronics has reduced as a result of these initiatives particularly in Madhya Pradesh;
(c) the steps being taken to promote indigenous research and development in e-mobility
technologies; and
(d) the measures being undertaken to enhance the affordability of electric vehicles and
expand charging infrastructure?
ANSWER

(a): To promote domestic manufacturing of automobile and related components, Ministry of
Heavy Industries (MHI) is administering two PLI schemes i.e. Production Linked Incentive
(PLI) Scheme for the Automobile and Auto Components Industry in India (PLI-Auto scheme)
and PLI scheme namely "National Programme on Advanced Chemistry Cell (ACC) Battery
Storage to establish 50 GWh of domestic Advanced Chemistry Cell manufacturing capacity.
MHI conducts regular meetings with approved applicants to review their progress under
abovementioned schemes.
(b) & (c): Under PLI-Auto scheme, provision of Domestic Value Addition (DVA) aimed at
creation of indigenous capabilities across India (including Madhya Pradesh). Capital
expenditure on Engineering Research & Development and Product Design & Development is
eligible investment under PLI-Auto scheme. As on 16.03.2026, 18 applicants have obtained
DVA certification for 144 variants of AAT products. Under PLI-ACC, 40 GWh ACC capacity
has been awarded to four beneficiary firms.
(d): To enhance the affordability of electric vehicles and expand charging infrastructure,
upfront demand incentives are provided under PM E-DRIVE scheme to reduce the purchase
price for consumers. Also, an allocation of Rs. 2,000 crore was made towards deployment of
adequate no. of Electric Vehicle Public Charging Stations (EVPCS) under PM-EDRIVE. PLI-
ACC and PLI-Auto schemes aim to lower costs by providing sales linked subsidy to
manufacturers.
